CO₂ reduction programme: solar PV
A one-off grant for private owners and tenants installing fixed solar PV on mainly residential buildings in the Elmshorn utility network area.

The CO₂ reduction programme supports fixed solar photovoltaic (PV) installations. Stadtwerke Elmshorn pays €98 per kilowatt of peak output (kWp) for the first 6 kWp, giving a maximum of €588 for this route. The rate in force when your application is approved applies. Both existing buildings and new builds can qualify.
The grant is paid once, after the entire installation is completed, accepted and commissioned, with the invoice and required evidence. You can combine it with other Stadtwerke or external support if those schemes allow it.
If you change your electricity or natural-gas supplier within five years after payment, you must repay one fifth of the grant for each remaining year. Stadtwerke Elmshorn may inspect and document the installation and report on it in its publicity. Awards are discretionary; there is no legal entitlement.
Eligibility
- You must be a private owner or tenant of a mainly residential building within the Stadtwerke Elmshorn network area. The building location determines eligibility.
- You must hold both natural-gas and green-electricity customer accounts with Stadtwerke Elmshorn. Customers with an electric heat pump need only a green-electricity account. Tenants must provide the landlord’s installation permission.
- Exclusively commercial use and commercial housing businesses are excluded.
- An authorised specialist contractor must install the fixed PV system to current technical standards. Plug-in PV systems with an inverter nominal rating of up to 800 W are excluded. Only one PV installation per building and property is funded.

- The programme runs through 2026 and closes by 31 December 2026, or earlier when its €36,000 total budget is allocated. Complete signed applications are considered in postal receipt order.[^c8][^c15]
Check the 2026 rules and complete and sign the linked application form before starting the work. Attach the installing contractor’s quotation and the evidence needed to assess your application. Send it to Stadtwerke Elmshorn, Westerstr. 50–54, 25336 Elmshorn. Complete signed applications are considered in order of postal receipt until the budget is allocated.
Implement the installation within three months after approval; otherwise the approval expires. You may request an extension. Once the installation is complete, submit the invoice, required evidence and proof of registration in the Bundesnetzagentur’s Marktstammdatenregister, the national register of electricity-generating installations, for payment after acceptance and commissioning.
