Local home insulation grant
A grant towards DIY floor-insulation materials for owner-occupiers of poorly insulated homes in Veere.
Αυτή η ευκαιρία είναι προς το παρόν διαθέσιμη στα Αγγλικά.
You can use the municipal insulation grant to add insulation above or below an existing floor yourself. This route covers ordinary floor insulation using boards, rolls or other materials that are not injected or blown in.
The base award is up to €1,850 per home, limited to eligible invoiced costs. Qualifying biobased floor insulation adds €2 per m² above the base award; the total still cannot exceed the invoice. The grant pays for eligible insulation materials, excluding labour, your own time, finishing materials, permits, exemptions, quotations and application costs. The DIY programme allows up to two measures in one application; this page describes the floor-insulation route.
Eligibility
- You must own an existing home in the municipality of Veere and live there as your principal residence, or do so directly after renovation. You must be registered as a resident at this address before the grant is paid. An owners’ association may apply on behalf of an owner-occupier. For an owners’ association application, the building must have at least two poorly insulated components, and the apartment must physically adjoin at least one component to be insulated.
- Your home must have energy label D, E, F or G, or at least two poorly insulated building components under the municipal assessment. The four groups are roof and attic floors; walls including cavities; floor and ground; and windows, frame panels and doors. An insulated attic floor can make the roof group sufficiently insulated even if the roof itself is not. The administrator assesses your label or description of the home.
- For that assessment, poor insulation includes a roof with less than 9 cm insulation or Rc no more than 2.0; an uninsulated attic floor or Rc no more than 0.5; uninsulated walls or Rc no more than 1.1; floor/ground insulation below 5 cm or Rc no more than 1.3; and single, old double or HR glass with Ug at least 1.6. Rc measures resistance to heat loss; Ug measures heat passing through the glass.
- The home’s WOZ assessed value at 1 January 2022 must be no more than €500,000. You may ask the municipality to use a later assessed value reduced to €500,000 or less.
- Add insulation above or below the existing floor within the home’s existing insulated boundary. Normally at least 20 m² must be insulated, with support for at most 130 m². The newly added material must have Rd of at least 3.5 m²K/W, its resistance to heat passing through it; existing insulation does not count towards that value. Use material with an RVO meldcode, the product identifier on the approved insulation-material list. For a very small home whose whole building component is below the minimum area, the municipality may waive the area minimum.
- Extensions, areas demolished and rebuilt, garages and detached outbuildings are excluded.
- Insulation must comply with the nature-friendly requirements: prevent protected animals in the building components being insulated from being killed or disturbed. Injected or blown-in floor insulation is outside this DIY route. UF foam is excluded unless purchased before 1 April 2026.
- The address must not already have received a grant under this scheme, its 2025 predecessor or the earlier municipal private-home insulation grant. Applications are considered in order received and depend on remaining budget. Documents must be readable and in Dutch.

- First applicants can apply through ZIP. The scheme ends on 31 December 2028; grants depend on remaining budget and are considered in order received.
Start a DIY application with Zeeuws Isolatieprogramma (ZIP) through its online registration route. You can contact ZIP at isolatie@reszeeland.nl or 088-404 2500, Monday–Friday 09:00–13:00. ZIP checks eligibility before you prepare the work. Buy suitable materials at a participating DIY shop and pay upfront, keeping receipts and the shop’s completed form.
Submit the home’s label or insulation description and WOZ valuation, invoices addressed to you, payment proof, material codes, insulation values and areas, photographs before work, and photographs of product labels showing thickness, insulation value and product name. Wait for provisional approval before carrying out the work. Then submit photographs during and after installation and the completion date for final assessment.
Both the application and final claim must be submitted within 12 months of the invoice date. The award also sets a 12-month period for accounting for the completed work. A late final claim can result in a zero award. The municipality decides within eight weeks after receiving a complete application or complete final claim. It may inspect the work and impose further award conditions. It may reduce the award for incomplete work, breached obligations, incorrect or incomplete information affecting the award, or an incorrect award you knew or should have known about.
The municipality pays after final verification; ZIP indicates payment averages eight weeks. A reasoned request may allow an advance. The scheme ends on 31 December 2028 and can stop earlier when the relevant budget is exhausted.
