A mortgage-backed loan for nonprofit associations and foundations to reduce energy use in buildings they own and use in Putten.

Αυτή η ευκαιρία είναι προς το παρόν διαθέσιμη στα Αγγλικά.

This entry covers loans above €15,000 and up to €50,000, including VAT. The municipality generally bases the loan on approved actual costs, after deducting other contributions towards those costs. It can include necessary materials and professional work, building or energy advice, an energy certificate, permit fees and borrowing costs.

Eligible measures include roof, floor, cavity-wall and window insulation; solar panels and solar water heating; heat pumps; small wind turbines; efficient heating and heat-recovery systems; sedum roofs and LED lighting. Your application must demonstrate the energy reduction from the proposed measures.

The municipal terms specify a ten-year loan at 1.5% interest. The allocation and SVn loan documents determine the fixed-rate period and repayment method. Payments cover charges and interest before reducing the loan principal; all remaining debt must be paid by the end of the term. Extra repayments are free, with a minimum extra payment of €250. You still owe the loan if a contractor fails to meet its agreement.

SVn’s 2026 business setup fee is 1% of the principal, with a €1,500 minimum. For this loan range, the minimum applies. SVn deducts it from the loan, leaving less available for the works. You pay notary, valuation and any financial-advice costs separately.

The money goes into a construction account, rather than being paid freely to your organization. Submit invoices for third-party work: SVn pays the contractor directly or, after approval, reimburses an invoice you already paid if you provide proof of payment. Invoices for materials you bought yourself are excluded. Pay any amount beyond the account balance from your own funds; you cannot add your own money to this account.

The account normally lasts twelve months, with one requested extension of up to twelve months. It closes when fully used, when the works finish or after at most 24 months; unused funds reduce the loan. SVn may also close it after six months without transactions. Any agreed interest on the account balance offsets your periodic payments for at most twelve months.

Eligibility

  • Apply as a nonprofit legal association or foundation. You must own the existing or new building in Putten and use it for your organization’s purposes. Sports facilities and buildings owned or managed by an owners’ association (VvE) are excluded.
  • Apply before carrying out the measures and demonstrate their energy reduction with quotations, an energy assessment or other adequate documentation. Costs must be reasonable for the expected result. A building expected to be demolished within ten years is excluded, as is one that received a full or partial loan allocation in the past three years.
  • For this route above €15,000, the municipality requires a mortgage on the building. It may accept a second or lower-ranking mortgage. This gives SVn security over the property and can lead to forced sale if you fail to meet the loan obligations. SVn checks your finances and the property’s value; you must be able to afford the new payments alongside existing commitments. Additional security can be required.
  • Maintain the building, keep it insured at rebuilding value during and after the works, and maintain adequate insurance for your organization’s risks. Obtain SVn’s written consent for sale, further encumbrance, alterations, subdivision, letting the property or allowing others to use it.
  • SVn can require valuations at your expense and, as allowed by the offer, adjust interest or require early repayment following the valuation. Send an annual financial report prepared by a recognized firm within six months of year end and report material financial or operational developments. Breaching loan obligations can lead to SVn demanding the entire debt after written notice; events such as applying for bankruptcy or debt restructuring make the entire debt due immediately without advance notice.

How to apply

  • Apply before carrying out the measures; allocations depend on sufficient municipal funds and follow order of receipt.[^c6][^c8][^c9]

Apply first through the municipality’s online application. Include your works plan, the summary of energy or building advice and quotations, a cost breakdown, implementation timetable, relevant multi-year maintenance plan and identification of the authorized representative. The municipality processes applications in order of receipt and can only allocate loans while sufficient funds remain.

After the municipality sends an allocation letter, apply to SVn with its business-loan form and checklist attachments. SVn independently assesses your creditworthiness and issues an offer if approved. If it rejects the application, the municipality can discuss whether lending under conditions is possible; an allocation alone does not guarantee a loan.

After you accept the offer and meet its conditions, SVn sends the mortgage documents to the notary. Arrange execution of the deed: that starts the loan and opens the construction account. SVn then provides the forms for claiming invoice payments.
