Topup Klimabonus energy renovation grant

Ministry of Housing and Spatial PlanningΛουξεμβούργο

An additional income-tested grant for homeowners in Luxembourg who have already received a qualifying Klimabonus award for energy renovation.

Αυτή η ευκαιρία είναι προς το παρόν διαθέσιμη στα Αγγλικά.

Topup Klimabonus adds support after a qualifying Klimabonus award for energy renovation of your home. Depending on your household income and composition, it pays 10–100% of the underlying Klimabonus grant. The additional payment cannot exceed the actual energy-renovation costs.

Topup shares a lifetime capital-grant allowance of €35,000 per beneficiary with home-ownership, savings and improvement grants. Previously awarded grants reduce what remains available. Where several people receive a grant, it is counted in equal shares against their allowances. If you also receive the climate-loan interest subsidy for the same works, Topup must be paid into your climate-loan account.

Eligibility

  • You must be an adult and fully own the home, alone or jointly, with a right to stay in Luxembourg for more than three months. If several people own the home, all owners must complete and sign the application jointly.
  • You must already have a Klimabonus decision for qualifying works under articles 4 or 5 of the 2016 housing-energy aid law, awarded on or after 1 January 2022. Apply for Topup no later than two years after that award decision.
  • The home must be in Luxembourg, have its own cadastral identification, and have first been occupied more than ten years ago.
  • Your household generally cannot have another home in Luxembourg or abroad. The legal definition allows ownership or a legal right to use another home (usufruct) of up to one third of one other home. It also excludes a qualifying smaller separate dwelling in your single-family house (a “logement intégré”) from the other-home test if it is rented for residential use or provided to a parent or child. This dwelling must belong to the main-home owner, be smaller than the main home and be the only such dwelling in the house. Disclose any such interests to the housing-aid office when completing the property declaration.

Your household must pass the income test. Income and household composition are assessed by reference to the underlying Klimabonus award: normally, income is averaged over the two calendar years before the award year. If income exists only in the award year and the preceding year, those two years are used. No Topup is available if the household had no income in the calendar year before the award. Partial-year employment income is annualised. The assessment includes household net income and qualifying additional income, deducts maintenance paid, and excludes income of dependent children.

The ministry currently publishes these net annual household income ceilings using the 2024/2025 average: €45,100.92 for a single person; €67,651.39 for a household without dependent children; €85,687.95 with one child; €103,734.03 with two; and €121,770.60 with three, plus €13,532.18 for each further child. Income must be below the applicable ceiling. The actual assessment uses the statutory award-year income rules above. A dependent child must live and be registered in the home and either attract family benefits or, up to age 27, be covered through the applicants’ health insurance under Luxembourg rules, a recognised social-security agreement or an international-organisation scheme. A child up to age 27 who receives an orphan’s pension and no other income can also qualify; the same residence and address-registration conditions apply.

You must use the home as your principal and permanent residence for at least two years from the Topup award decision, with your registered address matching the home. If renovation prevents you from living there, the two years start when you move in after the works. If the start date cannot be met, you must move in within three years of the award decision.

Selling the home or failing the required residence period can require repayment. A deceased beneficiary's share is exempt; a change of matrimonial property regime does not count as a sale if the household keeps living there. The minister may grant partial or full repayment relief for health, force majeure, family or financial reasons on a justified request made within six months of notification of the repayment decision. A temporary residence exemption for up to two years is also possible on those grounds; apply before leaving. Aid is generally not payable during that exemption, except where substantial renovation requires you to leave during the works.

Renting out the whole home during the required residence period generally leads to recovery, unless covered by an authorised residence exemption. Partial letting or letting an integrated dwelling is permitted if you continue living in the home and use a written residential lease; the rent is included in the income assessment. Other occupants' income is also included under the statutory rules.

On a justified request, the minister may exclude another occupant’s income for up to twelve months for documented family, work or health reasons. The person must be housed free of charge and be leaving prison, a hospital, inpatient treatment abroad authorised by the Contrôle médical de la sécurité sociale, temporary accommodation for foreign nationals run by the Office national de l’accueil or its partners, or social, family or therapeutic accommodation covered by the 1998 law. People ordered to leave or evicted from a home by a court are also covered if they are housed free of charge.

Report changes that could affect the aid immediately. Incomplete or inaccurate information can lead to retrospective repayment, and a legal mortgage over the home secures possible recovery of the aid.
