Local home-insulation grant
A grant towards contractor-installed floor insulation for eligible owner-occupiers in Middelburg with household income above 150% of the social minimum.
Αυτή η ευκαιρία είναι προς το παρόν διαθέσιμη στα Αγγλικά.
This page covers the ordinary award without a biobased-material supplement: one floor-insulation measure installed by a construction company, using material that is not injected or blown in. The municipal grant reimburses actual eligible costs up to €2,050 once per home. Labour, finishing materials, your own time, permits, exemptions, quotations and application costs are excluded, so the grant does not cover the whole contractor invoice.
The money is paid after ZIP checks the completed work, invoices and payment evidence. Funding is allocated in order of application receipt and depends on the remaining budget.
Eligibility
- You must own the home or apartment and live there as your main residence, or do so immediately after renovation. The home must be in the municipality of Middelburg, have been occupied before renovation and be registered for residential use. Main residence means registration at that address in the Dutch population register.
- This route covers household income above 150% of the social minimum: the government’s minimum living-income amount, which varies by age and household situation and is updated every six months. The assessment uses your and your partner’s most recent tax-assessed combined income; you may submit a current income declaration if that no longer reflects your circumstances.
- The home’s final WOZ assessed property value at 1 January 2022 must be no more than €500,000. If a higher value was later reduced to €500,000 or less, you may request use of that lower value.
- The home must have a definitive energy label D, E, F or G, or at least two poorly insulated component groups: floor/ground, façade/cavity wall, roof/attic floor, and windows/frame panels/doors. Parts within one group do not count separately; an adequately insulated alternative, such as an insulated attic floor beneath a poorly insulated roof, prevents that group counting as poor.
- For an apartment in a building with an owners’ association and at least one owner-occupied home, the alternative building-level test requires at least two poorly insulated component groups in the building. Your apartment must physically adjoin a building component receiving at least one of the proposed insulation measures. The owners’ association may apply on your behalf.
- For the component test, poor insulation means roof insulation below 9 cm or Rc ≤2.0, attic-floor Rc ≤0.5 where that insulation is absent; façade Rc ≤1.1; no or poor floor/ground insulation below 5 cm or Rc ≤1.3; and single, old double or HR glazing with Ug ≥1.6. Rc measures the component’s thermal resistance; Ug measures heat passing through glass. ZIP assesses these grouped components.
- Insulate at least 20 m² of the existing floor, on its upper or lower side; no more than 130 m² qualifies under the incorporated floor specifications. The new material alone must reach Rd ≥3.5 m²K/W, a measure of resistance to heat loss, and have an RVO meldcode identifying an approved product. Existing insulation cannot count towards that value. The quotation and invoice must identify the product code.
- Use a company registered in the construction section of an EU/EEA trade register. For this non-injected, non-blown route, the company need not be on ZIP’s admission list. UF foam is excluded unless bought before 1 April 2026.
- Extensions, added storeys or dormers, demolished-and-rebuilt parts, garages and detached outbuildings are excluded. Work must comply with the applicable nature-friendly insulation requirements; provide the contractor’s Natuurvriendelijk Isoleren (NVI) certificate for nature-friendly insulation and an ecologist’s report where the municipal protocol requires them.
- The same address must not already have received this grant or either named predecessor: the 2025 local insulation grant or the NIP private-home insulation grant. Required documents must be readable and in Dutch.

- Subject to the remaining municipal budget; grants are allocated in order of receipt. The rules end on 31 December 2028.[^c6][^c20][^c26]
Register through the Zeeuws Isolatieprogramma (ZIP) online application route. ZIP first checks whether your home qualifies. Submit your energy label or component description, WOZ value and a contractor quotation addressed to you, showing the work address, area, RVO meldcode, insulation value and separately identifiable eligible costs. ZIP assesses the quotation and issues a provisional award before the contractor starts.
After completing and paying for the work, submit the invoices, bank payment evidence, completion date and site photos. Include all invoices and matching payment proofs if you paid in instalments, and ecological evidence where required. ZIP sends the final award and normally pays the grant into your account within about eight weeks.
ZIP gives you at most 12 months after registration to complete its remaining steps. The municipal award also specifies a 12-month period for accounting for completed work. Both the initial application and the final determination request must be submitted within 12 months of the invoice date; a missing final request can result in the grant being set to zero. The municipality normally decides within eight weeks of each complete application, may inspect the work and can reduce the award for incomplete work, breached conditions or materially incorrect information. It can also reduce an incorrectly granted award if you knew or should have known it was incorrect.
