Municipality of Noardeast-FryslânΚάτω Χώρεςέως 50 χιλ. EUR

A grant covering 50–70% of eligible insulation and maintenance costs for lower-income owner-residents in Noardeast-Fryslân, up to €50,000.

Αυτή η ευκαιρία είναι προς το παρόν διαθέσιμη στα Αγγλικά.

The municipality helps improve poorly insulated homes through the Volkshuisvestingsfonds. The grant pays 70% of each eligible measure's invoice amount for households below 130% of the social minimum, 60% for the 130–140% income band and 50% for the 140–150% band. Every band has the same €50,000 maximum per applicant. You must arrange the remaining costs from other resources.

Eligible work includes insulation meeting Appendix 1, CO₂-controlled ventilation or balanced ventilation recovering at least 90% of heat, and maintenance improving the home's external appearance. Structural work must be needed to preserve that appearance. Gas, water, electricity and drainage work qualifies only alongside an improvement to the home's appearance.

Insulation must improve parts of the home’s existing heated envelope: the walls, roof and floor enclosing its heated space. Roof insulation needs at least 20 m²; an unheated attic can instead have at least 20 m² of attic-floor insulation. External/internal wall insulation needs 10 m², cavity-wall insulation 10 m², and floor or ground insulation 20 m². The insulation material must have an Rd value (resistance to heat loss) of at least 3.5 m²K/W, or 1.1 for cavity walls. Locally sprayed PIR/PUR for roof, cavity-wall or floor/ground insulation must use HFC-free blowing agents. The municipality may relax minimum areas for smaller homes when needed to meet the scheme's aims.

For glass, frame-panel or door replacement, the minimum area is 3 m²; for work carried out after 31 December 2022, this is measured as window area. HR++ glass may be combined with insulating panels or doors with Ud no higher than 1.5 W/m²K. Triple glazing requires new insulating frames with Uf no higher than 1.5 W/m²K; associated insulating panels or doors must have Ud no higher than 1.0 W/m²K. Ud and Uf measure heat loss through doors/panels and frames: lower values mean less heat loss.

Eligibility

  • You must own and live in an existing self-contained home in Noardeast-Fryslân, be registered there in the municipal population register and use it as your main residence.
  • Your household income, averaged over the latest two years, must be no more than 150% of the social minimum: the nationally determined minimum living-income amount. The formal application requires tax-authority income statements for those two years.
  • Your home must have energy label D, E, F or G, or an equivalent energy condition. The designated energy adviser must assess at your home that additional insulation is worthwhile.
  • The completed home must achieve at least 75% of the Standaard voor woningisolatie, as assessed by the energy adviser. This insulation standard limits the energy needed per square metre to heat the home; the adviser checks the proposed measures against it.
  • The award is available once per address and once per natural person or co-owner, including applications for another address. Extensions and new construction are excluded, as is work executed before the municipality receives the application.
  • Application preparation, technical home advice, ecological studies, costs already subsidised elsewhere and recoverable or compensable taxes/levies are excluded. Work must comply with law, including wildlife protections under the Omgevingswet.

The income test alone does not guarantee an award. Under the municipal subsidy ordinance, the municipality may refuse support if you already have sufficient own or third-party funds to cover the costs, or if activities conflict with municipal policy or applicable law. Its integrity rules exclude grants connected with criminal misuse, and unlawful state aid is refused.

  • Start with Step 1 notification and the energy coach before the formal grant application. Complete applications are handled in order until the budget is exhausted; applications must arrive before 31 December 2029.

Start at the municipal Volkshuisvestingsfonds page and complete Step 1: Maak een melding. This is the initial notification. The municipal energy coach contacts you for an appointment, explains the process and helps you obtain quotes after the free energy advice. The notification itself is not a formal grant application or an award.

Once those steps are complete, the coach helps with the formal online application. Submit it at least six weeks before you plan to begin work. Supply your contact details, the initial case number, all relevant quotes, ownership proof from Kadaster and income statements from the Belastingdienst for the two latest years. Complete applications are ranked by receipt date and, on the same day when the budget would be exceeded, by time. Awards stop when the €4.3 million budget is reached; the regulation requires applications to arrive before 31 December 2029.

After approval you receive the municipal award letter and SVn declaration forms. Contact the coach for the next steps. Submit contractor invoices through the instructed SVn/Warmtefonds process and have an evaluation with the coach. The final determination requires quotes, invoices, payment evidence and the coach's signed completion declaration. If the grant is €50,000, the final-determination application must also include an accountant’s audit statement. The scheme replaces the usual financial and activity reports with the coach’s completion declaration, but retains this audit requirement. The municipality then confirms the definitive grant amount.

Report completion and request final determination within eight weeks after finishing, and no later than two years after the award date. If you can show the work cannot finish within that period, actively contact the municipality to request a one-time extension. Keep original invoices and other evidence for at least five years after final determination.

Immediately notify the municipality in writing if work or grant duties cannot be completed fully or on time, and of relevant changes in financial relationships with third parties. Unlawful state aid discovered after award requires amendment or withdrawal; criminal-misuse risks can also lead to amendment or withdrawal.
