Loans for green investment by Swedish municipalities, regions and their companies, including energy, buildings and public transport.

Αυτή η ευκαιρία είναι προς το παρόν διαθέσιμη στα Αγγλικά.

Finance investment in renewable energy, energy efficiency, waste management, green buildings, sustainable transport, water and wastewater, climate adaptation or biodiversity. Each category has its own approval criteria. New or existing loans can be linked to an approved project.

Eligibility

Your organization must be a Kommuninvest borrower: a Swedish member municipality or region, or one of their companies. The project must form part of the municipality’s or region’s systematic environmental work and relate to national, regional or local environmental and climate goals.

Describe the main environmental or climate benefits and quantify them where feasible. Explain whether an environmental impact assessment has been completed, how its main findings are addressed, or why none was undertaken. The committee can request more information and refuse projects that risk significant harm to other environmental objectives.

The category criteria determine whether your particular investment qualifies. Useful conditions include:

  • New and existing green buildings must have a primary energy number (primärenergital), the building’s energy-performance figure under Sweden’s building regulations, at least 20% below the BBR29 requirement for new construction. The same threshold applies to extensions. For major renovations, meeting BBR29 energy-performance requirements for new construction allows finance for the whole renovation. If the whole renovation does not qualify, eligible individual measures can still be financed at their investment cost; equipment must have one of the two highest energy-efficiency ratings where applicable.
  • For this offer, a new building is one whose building-permit application was submitted after 31 December 2020. The separate requirement for new construction with production starting after 1 January 2022 is to implement measures reducing lifetime climate impact in at least the frame or base, such as timber or concrete whose climate impact is at least 20% below the Swedish industry reference. The concrete test can also use a weighted calculation across concrete types, provided the total concrete’s climate impact is reduced by 20%. New buildings above 5,000 m² of heated floor area (Atemp) need tests of airtightness and thermal integrity, which check the building envelope’s ability to keep air and heat from escaping. After completion, construction-stage climate-impact information (LCA modules A1–A5) must be available to Kommuninvest on request, within the scope of the statutory climate-declaration requirement and its exceptions. That legal requirement applies, with exceptions, to new buildings with permit applications submitted from 1 January 2022. If a climate calculation already exists when applying, disclose its results and whether and how it is considered in procurement. Environmental certification is encouraged but optional.
  • For major renovations, disclose the environmental and climate measures undertaken, whether construction-stage climate impact has been calculated, and whether and how that calculation is considered in procurement.
  • Trains, ships, road vehicles and working machines must be fully electric or use hydrogen, biogas or electrofuels, such as e-methanol or e-diesel produced using electricity that meets the EU renewable-electricity requirements. Biofuel alternatives require at least 65% lower greenhouse-gas emissions than fossil fuel: for trains and ships, this applies when electrification infrastructure is absent; for road vehicles, when predominantly used in rural traffic.
  • Adaptation projects require a climate-risk and vulnerability analysis. Apply for stormwater work under the water and wastewater category.

Projects that lock in fossil-energy production, projects from fossil-intensive industrial activity without a plan to transition to a low-carbon economy, and projects for transporting or storing fossil fuels are excluded. District heating may have at most 5% fossil fuel, including peat. The fossil part of waste is exempt from this limit when evidence shows energy recovery reduces landfill needs; plants burning waste must work to reduce fossil-origin plastic.

When using concrete, disclose measures to reduce its climate impact, such as efficient design, suitable concrete for each use and lower-impact concrete. Exceptions may be made for concrete in contact with drinking water; new green buildings have the specific material requirements above.

  • Cut-off for the environmental committee meeting on 16 December 2026.[^c32]

Apply through Kommuninvest’s digital green-loan portal. Describe your project against the relevant category in the linked conditions. The environmental committee assesses green-project eligibility and emails its decision; the lending credit decision follows Kommuninvest’s usual process.

After approval, connect new or existing loans to the project and submit a digital report annually. Continued green eligibility is assessed at least annually during the loan; a project that loses eligibility and is not rectified can lose its green label.
