California Coast Credit Union lends you money for the project, which you repay with interest through monthly payments. Standard energy projects can borrow USD 5,000–50,000 for 30 months, 5, 10 or 15 years. New bundled solar and battery storage projects can borrow USD 5,000–75,000 on those terms; the 20-year option requires a loan of USD 25,000–75,000.
The published starting annual percentage rates (APR) are 3.58% for 30 months, 4.98% for 5 years, 5.98% for 10 years and 6.98% for 15 years. The solar and battery 20-year option starts at 7.98% APR. The lender advertises an overall range of 3.58%–9.48%; your rate depends on the term and credit history. Programme lending information lists no collateral, closing costs or annual fees and 100% project financing without cash needed.
Eligible work includes insulation, windows and heat pumps, including necessary electrical panel upgrades. At least 70% of the loan must pay for eligible energy projects; up to 30% can pay for other home improvements.
Eligibility
- Membership and credit approval are required. You can join by opening an account or applying for a loan if you live or work in San Diego, Riverside, Orange, Los Angeles, Ventura, Imperial or San Bernardino counties. Membership requires a one-time USD 5 fee and a savings account.
- The property must be a single-family home, townhome, condominium, duplex, triplex, fourplex, or a manufactured or mobile home with a site-built foundation. Property owners and tenants with written owner permission may qualify, but bundled solar and battery loans are for homeowners only.
- Your property must receive electricity or natural gas from PG&E, SDG&E, SCE, SoCalGas or City of Palo Alto Utilities, or receive electricity from a publicly owned utility. Customers of publicly owned utilities can finance most measures. Properties whose only utility is PacifiCorp or Liberty Utilities are excluded.
- Central air conditioning, electric convection ovens, cool roofs, ECM furnace fans, electric tankless water heaters, evaporative cooling, fan or motor controls and mini split ductless air conditioning require electricity service from City of Palo Alto Utilities, PG&E, SCE or SDG&E. If you receive electricity from PG&E, SCE or SDG&E but gas from City of Coalinga, City of Long Beach Gas & Oil, City of Vernon, Liberty Utilities, PacifiCorps, Southwest Gas, propane or another non-utility source, gas measures and other non-energy improvements together cannot exceed 30% of the loan.
- This must be a new project; refinancing is excluded. Solar projects must involve purchased solar with a battery system. Solar leases and power purchase agreements, where you pay a provider for the electricity rather than buying the system, are excluded.
- Use a GoGreen-qualified contractor, or choose a measure permitted for self-installation. For example, a self-installed refrigerator must be your primary refrigerator and Energy Star certified. California Coast guides the DIY process and eligible expenses.
- Local permit requirements apply. Whole-building air sealing or duct sealing requires a combustion-appliance safety test when a fuel-burning appliance that uses natural airflow to vent its exhaust (an atmospherically vented combustion appliance) is inside the sealed part of the building. A gas cooking range generally does not trigger this requirement, although the programme recommends testing gas ranges for excess carbon monoxide when air or duct sealing is included. The tester must be approved for Home Upgrade or Advanced Home Upgrade, BPI certified, or certified and proficient in accepted combustion-safety and ventilation-testing standards such as Natural Gas Appliance Testing. Test results are requested during project quality checks.
- Programme staff review every project’s paperwork, including the invoice, completion certificate, permits and safety-test results as applicable. Some projects receive an on-site check within 180 days of loan enrolment to confirm the eligible measures were installed according to programme rules.
