Chop-A-Watt Home Energy Saver Program
No-cost home weatherization worth up to $12,000 for income-qualified Choptank Electric members in eight Maryland counties.

The programme arranges energy-saving improvements to your home, such as insulation, air sealing, heating and cooling duct sealing, efficient lighting and appliances. Other possibilities include an efficient electric water heater, low-flow showerheads or faucet aerators, and upgrades to central heating and cooling.
A programme contractor assesses your home and proposes suitable measures for approval. Approved work is installed at no cost to you, rather than giving you money to arrange the work yourself. Improvements can be worth up to $12,000 per home. No matching contribution is required, although you may contribute extra funds to increase the work’s impact.
Eligibility
- You must be a Choptank Electric Cooperative member and the primary person listed on the electric account. Homeowners living in a single-family home, duplex or mobile home may apply; renters are considered case by case.
- Your home must be in the Choptank service territory within Kent, Caroline, Queen Anne’s, Talbot, Dorchester, Somerset, Wicomico or Worcester county in Maryland.
- For the 2026/28 programme, household gross income must be within the published limits: $72,950 for one person; $83,400 for two; $93,800 for three; $104,200 for four; $112,550 for five; $120,900 for six; and $129,250 for seven. Income combines all residents over 18 and includes employment, self-employment and non-taxable income such as Social Security or disability payments.
- The application asks about whether this is your primary home, how long you have lived there, insurance, foreclosure, reverse mortgages, sale status, damage exposing the interior, and previous energy-audit assistance. Answer these questions truthfully. Assessment may lead to deferral if no energy savings are available or repairs are needed before weatherization.
- Signing authorizes evaluation including possible home visits, cross-referencing with other health, housing and energy programmes, access to past and future utility data and other information, and use of home photographs for monitoring, before-and-after illustrations, publicity, advertising and web content. Non-sensitive information may be used to track and improve the programme and its funding.

Include copies of the summary pages of your current homeowner’s insurance showing the address and expiry date, the latest signed and dated federal tax returns for household members over 18, or benefit evidence of no or reduced income. Include your title if you live in a mobile home. The programme cannot process your application until all required documents arrive; send copies, not originals you need returned.
Complete applications are processed and served in the order received. After the eligibility check, a vetted contractor contacts you to arrange an assessment; work requires programme approval. Funding is limited, so approval does not guarantee assistance. If funding prevents service, your details are kept and automatically submitted for the next funding round if one becomes available. The programme also reserves the right to refuse service and warns that unforeseen circumstances can prevent service.
