Home Energy Savings
Rebates and optional financing for a package of energy improvements to older homes served by Austin Energy.

Austin Energy’s whole-house programme can support insulation, air sealing, duct improvements, efficient cooling and heating, and shading for single-pane windows. A participating contractor assesses your home and recommends work. Rebates alone are paid by check at the end of the project; when combined with a loan, estimated rebates reduce the amount borrowed.
Mandatory building-performance measures include air infiltration and duct sealing ($0.20 per square foot of floor area) and total external static-pressure work ($175 for the first system and $100 for each additional system). Duct replacement pays $3.25 per linear foot, while insulating existing ducts pays $1 per linear foot. Duct-system performance improvements pay $200 for the first system and $100 for each additional system; new return-air improvements pay $75 each, up to three per system. Attic insulation to R38 pays attic square footage × $0.03 × the insulation R-value added, plus a $45 setup fee. R-value measures resistance to heat flow. Single-pane window screens or film pay $1 per square foot; new windows do not qualify. HVAC tune-ups pay $175 per system, for up to five systems.
Central split and mini-split air conditioners pay $950, $1,200 or $1,450, depending on efficiency. Heat pumps and heat-pump mini-splits pay $1,000, $1,300 or $1,600. These are equipment-specific rebates, not an overall project cap.
Optional Velocity Credit Union loans range from $1,500 to $25,000. The current advertised promotion runs from December 1, 2025 through September 30, 2027, with a fixed APR as low as 0% for qualifying borrowers. Loans of $1,500–$5,000 have a 60-month term; the published bands above $5,000 have terms of 61–120 months. Your rate, term and payment depend on underwriting. There is no prepayment penalty. After approved work and final documents, Velocity pays the contractor and you repay the credit union monthly.
Eligibility
- The property must receive Austin Energy electricity at residential rates and be at least 10 years old. Eligible owners have single-family homes, condominiums, townhouses, duplexes, triplexes, fourplexes or rental properties. Mobile and manufactured homes are excluded. Renters must provide written owner permission.
- Use a participating contractor for the assessment and all improvements. Complete at least three qualifying upgrades and qualify for at least $100 in rebates.
- Properties with asbestos in the heating, ventilation or air-conditioning system, spray foam insulation, or imminent or concurrent remodeling are excluded. A measure cannot receive another programme rebate or loan if it was funded through one within the previous ten years.
- For new cooling equipment, make all recommended and approved efficiency improvements at the same time. All system components—condenser, furnace or air handler, and evaporator coil—must be replaced. New AC units or heat pumps must meet the published sizing rule (at least 600 square feet or 12,000 BTU adjusted performance per ton), or the contractor must calculate the home’s heating/cooling load using Manual J.
- AC rebate tiers require SEER2/EER2 ratings of 15.2/12.0, 17.0/12.0 or 18.0/13.0. Heat-pump tiers require SEER2/EER2/HSPF2 ratings of 15.2/11.0/7.8, 16.0/11.0/8 or 17.0/13.0/9. SEER2 measures cooling-season efficiency, EER2 efficiency during hot-weather operation, and HSPF2 heating-season efficiency. The programme also points to additional CEE 2025 heat-pump equipment specifications; have your participating contractor check the proposed equipment against those specifications.
- For a tune-up, the system must be outside the manufacturer’s warranty and less than 15 years old. Allow Austin Energy access for verification and final inspections and, when required, quality-control inspection; work must comply with applicable codes and permit closure.
- Velocity loans require you to own the eligible property. The special loan rate requires at least three measures meeting Austin Energy’s 15-point potential-energy-savings test, assessed by the contractor, and a credit score of at least 600 under Velocity’s underwriting rules. Special-rate financing does not cover solar-system installations. Velocity’s community membership route covers people living or working in Travis, Hays, Williamson, Bastrop or Caldwell counties. The 15-point loan rate may be limited by the programme’s reserve-fund balance.
- Participating contractors must provide at least a one-year materials and workmanship warranty starting at Austin Energy’s final inspection and act as the manufacturer’s agent for equipment, materials and workmanship warranties.

Contact a participating contractor through the official programme page to arrange the no-cost in-home assessment and obtain estimates. Austin Energy recommends at least three estimates. The contractor handles the rebate and loan applications and makes the recommended improvements.
For a loan, apply for Velocity preapproval online or call 512-469-7060 or 1-800-933-2029, menu option 2. Preapproval is available before the contractor’s energy analysis. The contractor coordinates approval, paperwork and inspections. Once it sends the final inspection report and completion certificate, Velocity contacts you about closing, pays approved contractor work and sends monthly billing instructions.
Funding is limited and first come, first served. Rebates are not guaranteed until Austin Energy reviews and approves the application.
