Home Energy-Efficiency Loan
An unsecured loan for Delaware homeowners to pay for insulation, air sealing, efficient heating and other improvements that qualify for an Energize Delaware rebate.
Αυτή η ευκαιρία είναι προς το παρόν διαθέσιμη στα Αγγλικά.
Borrow $1,000–$50,000, up to the total eligible project cost, at a fixed interest rate of 5.99%, with up to 10 years to repay. No home equity or property lien is required. There are no upfront loan costs, fees or prepayment penalties.
Eligible improvements include air and duct sealing; attic, knee-wall, crawlspace, rim-joist wall and floor insulation; air-source heat pumps; central air conditioning; ductless mini-splits; furnaces; heat-pump or tankless water heaters; boilers; and smart thermostats. The project must receive a rebate through the Energize Delaware Rebate Program.
The programme pays your contractor directly after approving the completion documents. Your loan becomes active when funds are disbursed; if several contractors carry out separate projects, activation happens after payment for the final project. The first statement is issued on the 28th of the following month. Monthly payments cannot be adjusted. Extra payments reduce the principal, with no early-repayment penalty.
Eligibility
- You must be a Delaware resident and the registered owner living in the property. It must be a separately metered, detached or attached residence with one to four units. Duplexes, condominiums and townhouses can qualify. New construction and commercial properties are excluded.
- You must participate in Home Performance with ENERGY STAR (HPwES), the home-assessment and improvement programme, complete a home energy audit and receive a rebate reservation confirmation number. Use an HPwES participating contractor. Your project must also qualify for and receive a programme rebate.
- Your credit score must be at least 600. Your monthly debt payments must be no more than 50% of your monthly income. There is no minimum income requirement, but you must provide proof of income: the past three months of pay stubs if employed, your most recent tax return if self-employed, or Social Security, pension, retirement-account, annuity or other retirement-income statements if retired. New homeowners are welcome.
- Complete the project and submit all Part Two documents within six months after receiving your eligibility letter.

Start with Energize Delaware’s Home Performance with ENERGY STAR service to schedule an assessment before any work. Review the assessment report with a participating contractor and choose the improvements. Sign an agreement so the contractor can submit the rebate reservation; obtain programme approval before installation. Reservation approval depends on available rebate funds, allocated first come, first served.
Apply through the online loan application, or call 866-648-1857. Provide the energy audit and your contractor’s estimate or proposal so the programme can review the project, final price, credit score and debt-to-income ratio. If approved, you receive an email. A contractor outside the loan programme’s installer list must register and be approved before you can select them in your application.
After the work, the energy advisor performs a final inspection. For contractor payment, submit the Authorization Form, Promissory Note and Certificate of Completion from Part Two of the loan application, plus the Energy Audit Report and Final Sales Invoice. Programme administration must approve all completion documents before releasing the funds to your contractor.
