Whole-home heat pump and weatherization rebate

Rebates for residential electricity customers installing a new whole-home heat pump and approved weatherization work at their primary home.

Αυτή η ευκαιρία είναι προς το παρόν διαθέσιμη στα Αγγλικά.

This entry covers the new whole-home heat pump rebate for RMLD customers whose homes do not use natural gas. You receive $2,000 per actual cooling ton, up to $8,000. Actual tons are the AHRI-certified cooling capacity divided by 12,000 BTU. Weatherization improves the home’s protection against heat loss. Approved weatherization work receives 50% of its cost, excluding taxes, up to $3,500; the combined maximum is $11,500. The rebate is paid by check after approval. Only one programme option may be selected.

Eligible equipment includes central air-source, multi-zone and ducted mini-split, ground-source and air-to-water heat pumps meeting the programme’s qualifying product requirements. For systems selected from the NEEP cold-climate air-source heat pump list, use the “All A2L” or another A2L refrigerant filter, such as R-454B or R-32. From 1 January 2026, the published rule prohibits installation of new HVAC systems using refrigerants with global warming potential above 700.

Eligibility

  • You must be an RMLD residential customer installing the system at your primary home within RMLD’s service territory. Your account must have no past-due balance both when applying and when the rebate is issued; pay the full balance before applying. Equipment must be new, working and purchased from a commercial retailer or installing contractor. Used, rebuilt or refurbished equipment is excluded.
  • The new system must heat and cool 100% of the home’s living-space volume and supply 90–120% of its heating load at the local outdoor design temperature. Systems sized above 120% may not qualify; consult Abode before proceeding with an oversized system. Submit a room-by-room Manual J calculation, which determines how much heating the rooms need. Sizing must account for weatherization improvements. Attest that you will disconnect the existing heating and cooling systems and use the heat pump going forward; domestic hot-water heating is excluded from this disconnection requirement.
  • Your home must be sufficiently weatherized before heat pump installation. Existing weatherization qualifies if the home was built in 2010 or later, or recommendations made in 2013 or later have been completed. Otherwise use a participating weatherization contractor for an assessment and approved work. The application also allows documentation that the participating contractor found no weatherization opportunities. Only pre-approved programme recommendations installed with a heat pump qualify for the weatherization rebate; previously completed work outside the programme does not.
  • Complete the required Abode virtual consultation. A participating weatherization contractor is required for new weatherization work; a participating heat pump contractor is recommended. Your contractor must obtain an RMLD Utility Authorization Number and a town electrical permit. A licensed electrician must connect the system, and the town wiring inspection must be completed and reported to RMLD.
  • Only one whole-home heat pump rebate is available per RMLD account every ten years. This entry covers a new system, rather than replacement or partial-home systems, and excludes natural-gas homes and the optional bank loan.
  • You are responsible for complying with applicable municipal, state and federal requirements and any homeowners’ association rules, obtaining permits and disposing of discarded equipment properly. RMLD may verify the installation on site.
  • Submitting the application accepts the programme terms and confirms that you watched RMLD’s Homeowner Responsibility Video on electrical safety. Equipment warranties come from the manufacturer or installer; RMLD gives none. The terms release RMLD from installation-related claims and require you to cover and defend it against associated claims, costs and legal fees. Where liability cannot be disclaimed, the general terms limit it to RMLD’s sole gross negligence and the rebate amount. You remain responsible for contractor bills and any tax liability arising from the rebate. RMLD may withhold project approval or change or cancel the programme without notice.

  • Select Whole-Home Heat Pump Rebate in the live incentive application.[^c13]
  • Application must be received within 180 days of final wiring inspection.[^c9]
  • Programme may be modified or terminated without notice based on funds and other relevant factors.[^c17]

Start with a free virtual consultation through Abode Energy Management, RMLD’s programme vendor; call 339-707-0918 or use the consultation link on the official programme page. Choose your heat pump and weatherization proposals, then select “Whole-Home Heat Pump Rebate” in the Abode incentive application. Include the heat pump proposal, weatherization proposal or documentation, room-by-room Manual J report, AHRI equipment identifiers, Utility Authorization Number if issued, and confirmation of the consultation.

For new weatherization work, arrange the participating contractor’s scoping visit and Abode approval before work starts, then complete weatherization before installing the heat pump. Afterwards, your contractors submit the weatherization and heat pump quality-assurance forms. The heat pump submission needs paid-in-full final invoices showing date, vendor, customer name and address, equipment and model numbers, and total paid; photos of the installed outdoor systems, nameplates and insulated line sets and any indoor air handlers; AHRI certifications; and product specifications. Abode sends the completed paperwork to RMLD for review and approval.

RMLD must receive the application within 180 days of the final wiring inspection. The rebate will not be processed until RMLD has the town’s inspection results and RMLD/Abode has reviewed the installer’s post-installation quality-assurance form.
