Climate programme grants for energy, transport and industry
Grants of EUR 5–25 million for programmes in countries eligible for official development assistance, combining changes to policy or regulation, a way to finance climate investments and expert support.
Develop an implementation-ready programme that helps a partner country deliver its national climate commitment in energy, transport or industry. Cross-sector programmes need a clear link to one of those sectors.
The grant funds expert support and helps develop the programme's way of financing climate investments. Your programme must use both to bring in further public or private investment and explain how that other finance will replace Facility funding by the end.
Eligibility
A national ministry can apply. Other legal entities can also lead, including government agencies, development banks, NGOs, international NGOs, private financial institutions, companies and foundations.
The programme must:
- be implemented in a country on the OECD Development Assistance Committee list throughout delivery;
- be shaped around the partner country's priorities and embedded in its national development plans;
- address a priority sector included in the country's climate commitment;
- combine changes to policy or regulation with a way to bring public or private finance into the climate investments;
- run for 36–66 months and request EUR 5–25 million.

- The mandatory concept phase is closed; only selected 2026 applicants continue.
The 2026 concept window is closed. Concepts had to be submitted in English through the Open Application Platform. Selected applicants then gave a presentation of their concepts. After that, they either developed the proposal during a detailed preparation phase or skipped that phase and submitted a full proposal through the fast-track route. Entering detailed preparation did not guarantee funding to implement the programme.
