Ceiling insulation upgrade
Installation discounts and electricity-bill credits help eligible ACT households upgrade low-performing ceiling insulation.
Ceiling insulation reduces heating and cooling loss, helping keep your home cooler in summer and warmer in winter.
You can receive up to AUD 2,000 off the installation cost, reduced to the quoted price if that is lower. A further AUD 600 is credited to your ActewAGL electricity account over three years, at AUD 50 per quarter. These amounts include GST. The installation discount goes to the person paying for the upgrade, who must hold an ActewAGL electricity account.
Existing loose-fill insulation, batts, or a combination of both with an R-value of 2 or less can be replaced or topped up to at least R5. R-value measures how well insulation slows heat flow: a higher value means better insulation. The eligible materials are ActewAGL-nominated Knauf Earthwool ceiling batts, Fletcher Pink Batts or Knauf Blow-In Insulation, with a minimum system R-value of 5.
Future bill credits expire if you close your electricity account, unless you move to another property and remain with ActewAGL. They expire if you move outside its supply area.
Eligibility
You must live in the Australian Capital Territory and the property must be there. Its existing ceiling insulation must be loose-fill insulation, batts, or a combination of both rated R2 or lower. You must have an active ActewAGL electricity account when insulation is installed.
You can qualify through one of these routes:
- Hold an eligible concession card showing a residential address that matches the installation address: Commonwealth Health Care Card, Pensioner Concession Card, Seniors Health Card, Low Income Health Care Card or Disability Support Pension Card; War Widows Repatriation Card; or Department of Veterans’ Affairs Pension Card, TPI Card (gold) or Repatriation Health Card (gold).
- Be the owner, tenant or property manager of a tenanted home with a residential tenancy agreement and rent of AUD 660 per week or less. Obtain written confirmation from the property manager; the terms also allow the owner to confirm the tenancy and rent.
- For households without an eligible concession card, or owner occupiers experiencing financial hardship, qualify through referral by a specified community organisation, a government energy concession or ActewAGL’s hardship programme.
New homes, government or commercial projects, property developments, and properties listed as affected by the Asbestos Response Taskforce are excluded. Residential premises undergoing development or refurbishment under an existing development approval are also excluded.
