Interest-free insulation loan for sport, scouting and culture
Borrow without interest to insulate walls and floors of buildings owned by nonprofit sports, scouting or cultural organisations in Zeist.
This loan finances wall and floor insulation with a 20-year repayment term. The municipality lends the money at 0% interest; your organisation repays the borrowed amount in annual instalments each November, starting in the year after any part of the loan is paid out. You may also make an extra repayment in November.
Loans range from €25,000 to €250,000. Eligible costs are skilled-company materials and work, installation and any applicable permit fees, after deducting grants, other loans and other financial benefits covering those costs. Own staff or volunteer labour is excluded. Available national or provincial subsidies reduce the municipal loan, so explore them and apply where possible first.
The €250,000 limit applies to the applicant together with affiliated legal entities. Further applications are possible while the limit has not been reached, or once repayments bring the outstanding debt to €225,000 or below. The municipality may require assets as security through a pledge or mortgage. Sports organisations must supply a Stichting Waarborgfonds Sport (SWS) guarantee. Further terms are agreed in a loan agreement; the application is refused if agreement cannot be reached.
Eligibility
- Your nonprofit cultural institution, sports association, scouting association or affiliated nonprofit entity must be in Zeist, own the building or installation and have Chamber of Commerce (KvK) registration. Sports associations must be members of NOC*NCF; scouting associations must belong to Scouting Nederland.
- The board submits the application. An association needs its general members’ meeting’s approval, including when an affiliated foundation owns the building.
- Apply before work starts and finish within two years after award. The investment must substantially improve the accommodation’s sustainability. For an existing building, expected revenue and/or savings on energy costs, measured in euros over the full depreciation period, must exceed the investment, using energy prices at the application date.
- Provide energy advice from a SportNLGroen partner coach or advice of comparable quality. The municipality refuses applications with negative advice, unfeasible financing, excessive financial risk, insufficiently developed plans or an implausible two-year delivery schedule.
- After completion, submit invoices and other implementation evidence within six months. You must also provide financial information when requested after the loan is made; if risk worsens, the municipality discusses additional measures with you. In exceptionally unreasonable cases, it may waive a rule for the individual application.

Prepare a plan and business case, investment costs and depreciation periods, energy advice, financing overview and risk analysis. For existing buildings, show expected annual savings and/or revenue in both energy units and euros, and the total expected revenue or energy-cost savings in euros over the full depreciation period. Supply at least the last three years’ accounts, balance sheet, income statement, cash-flow statement, multi-year budget and outstanding finance terms. Include members’ approval where applicable and proof of other subsidy applications; if none were made, explain why.
Sports associations must first obtain the SWS financial assessment. Then the board applies through the municipality’s online form using eHerkenning level 2+. The municipality also makes its own financial assessment and sends a loan agreement for signature if approved.
Applications are accepted subject to the €1.5 million programme lending ceiling. Repayments make room for new loans. Complete applications are processed in receipt order; where same-day applications would exceed the ceiling, the lowest actual-cost application goes first. The municipality decides within 13 weeks. For help submitting the form, call 14 030 on weekdays from 09:00 to 13:00 and ask for team Energie en Duurzaamheid.
