Sustainable home loan

Gemeente AmersfoortNetherlands2.5–30k EUR

A fixed-rate personal loan for owner-occupiers, tenants and small private landlords insulating homes or improving glazing in Amersfoort.

The Duurzaam Wonen Lening includes a personal loan for energy-saving work in homes in Amersfoort, including Hoogland and Hooglanderveen. This entry covers that personal-loan route for insulation and glazing: cavity-wall, internal or external wall, floor, ground, roof or attic insulation; replacement frames, insulating exterior doors, HR++/triple/vacuum glazing, secondary glazing and monument glazing. Your application must demonstrate a contribution to the municipality's policy goals, such as energy savings.

You can borrow €2,500–€30,000 for this work, up to the actual materials and labour costs after subtracting grants received or expected towards those costs. The fixed interest rate is 2.0% throughout the loan. The maximum repayment period is 10 years for loans up to €15,000, or 15 years from €15,001. You pay the same monthly amount of interest and principal, and repay the loan fully by the end. There is no origination fee or notary visit for this personal loan; any adviser you hire is at your own expense.

SVn pays the loan into a building depot, an account used to pay for the approved work. Submit invoices using its claim forms: SVn pays contractors directly, or reimburses invoices you have already paid after checking payment proof. The depot normally lasts 12 months; you can request one extension of up to 12 more months. It closes when all funds are drawn or the work is complete, and no later than 24 months. SVn may close it after six months without transactions. Any remaining money repays your loan. You must pay any invoice shortfall yourself and cannot deposit your own money in the depot. The loan documents set the interest you earn on money remaining in the depot. This interest is offset against your periodic payment for at most 12 months. Bank costs for payments, such as foreign or urgent transfers, are passed on to you.

Monthly debits start when your signed, approved loan takes effect. The loan is registered with BKR, the Dutch credit register. You still owe the loan if your contractor fails to honour your agreement. Joint borrowers are each responsible for the whole debt.

You may repay early without a penalty, with a minimum extra payment of €250. SVn adjusts the periodic payment after partial repayment; if it falls below €35, SVn may shorten the term instead. Selling your home does not itself require repayment of this personal loan, but you cannot transfer it to the buyer or a new tenant, and must report address changes.

Late payments incur statutory interest and may incur administration or collection costs. The debt becomes immediately due in the circumstances specified in SVn's terms: at least two months of arrears followed by continued nonpayment after notice; leaving your permanent residence in the Netherlands, or circumstances where SVn can reasonably assume you will do so within a few months; bankruptcy or statutory personal debt restructuring; death where SVn has grounded concerns that payments will not continue; or deliberate material misinformation, including failure to use the loan for the agreed measures.

Eligibility

  • You must be a natural person who is an owner-occupier, tenant, or private landlord who owns no more than three rented homes in total. The home receiving the improvements must be in Amersfoort. Owner-occupiers must be registered at the home and use it as their main residence now or directly after renovation; the municipal overview requires owner-occupiers to be older than 18. Houseboats and residential caravans qualify if registered as homes in the national address and building register (BAG) and recognised as property-valuation objects under WOZ rules.
  • You, or at least one joint applicant, must be younger than 76 when the municipality receives the complete application. Multiple owners or tenants apply jointly. Tenants need the landlord's required permission.
  • Do not start the work before the municipality's allocation decision. Actual costs must be at least €2,500 and reasonable relative to the expected result, market prices and expected energy savings or other benefits. The municipality can withdraw an allocation based on noncompliance or incorrect information.
  • SVn must approve your credit application separately. Your finances must be stable enough to afford the new repayments alongside existing fixed costs. It considers income and household, housing and employment circumstances under its lending standards and credit policy; home equity does not determine eligibility for this personal loan. Municipal allocation is a budget reservation, not final credit approval.

How to apply

Status

Round restrictions
  • Complete applications are considered in receipt order. Loans depend on sufficient municipal budget. Apply before starting work.[^c4][^c5]

Apply first through the Duurzaam Wonen Lening form on the municipality's official page using DigiD. You can request a paper form from the municipality; contact samenduurzaam@amersfoort.nl or 14 033. Include the proposed measures, a financial breakdown such as quotations, and a work schedule.

The municipality acknowledges receipt within two weeks. If information is missing, you have four weeks to complete it. A decision normally follows within eight weeks of a complete application; this can be extended once by up to four weeks. Complete applications are considered in receipt order, and applications are rejected when the available budget is insufficient. Applications have been open since 28 July 2026. The regulation expires on 1 January 2031 while continuing to govern already granted loans.

If allocated, use the SVn loan finder linked in your allocation letter within eight weeks, then complete the SVn application within three months. SVn sets the final amount after its credit assessment. Both the municipality and SVn must agree. If SVn approves, accept and sign its offer to start the loan.
