Home-insulation grant
A grant for owner-occupiers in Harderwijk to have poorly insulated floors, roofs or unheated attic floors insulated by a professional company.
This entry covers professional floor or ground insulation and roof or attic-floor insulation under the local insulation scheme. The grant covers costs charged by the insulation company that directly relate to the insulation: up to €2,500 if your home’s WOZ value was at most €300,000 on 1 January 2022, or up to €1,000 if it was €300,001–€429,300. WOZ is the municipality’s assessed property value. Demolition, unrelated maintenance, extra renovation and purely cosmetic work are excluded.
You can combine this grant with national or regional insulation subsidies. The municipality calculates its contribution assuming that you receive the national ISDE insulation subsidy; choosing not to apply for ISDE, or not receiving it, does not increase your municipal grant. Combined support cannot exceed the actual costs, and the municipal award cannot exceed costs left after other requested or awarded subsidies for the same work. Work already fully funded by another scheme cannot receive duplicate funding. The programme expressly waives the general municipal rule allowing refusal of awards below €150.
Eligibility
- You must be an adult registered owner and registered resident of the home, or be registered as living there by the completion notification. Joint owner-occupiers count as one applicant. The home must be your main residence by completion.
- Your existing habitable home must be registered for permanent residential use in Harderwijk and have a WOZ value no higher than €429,300 on 1 January 2022. It must have direct street-level access and a living floor adjoining ground level. Flats, apartments and homes belonging to an owners’ association (VvE) are excluded.
- The home qualifies with energy label D, E, F or G. Alternatively, including homes with label A, B or C or no label, at least two of these groups must be uninsulated or poorly insulated: floor/ground; facade including cavity wall; roof/attic floor; or windows, frame panels and doors. The municipality can inspect your declaration.
- The source’s poor-insulation indicators are: roof insulation under 9 cm or Rc ≤2.0; no attic-floor insulation with Rc ≤0.5; no cavity, internal-wall or external-facade insulation with Rc ≤1.1; no or poor floor/ground insulation, under 5 cm and Rc ≤1.3; and single, old double or HR glass with Ug ≥1.6. Rc measures a building element’s resistance to heat loss; higher is better. Ug measures glass heat transfer; lower is better. The attic-floor alternative applies only to an unheated attic used mainly for storage, without a direct connection to the home’s heating system, and with a closed hatch or access door.
- For the professional measures covered here, insulate an existing poorly insulated part of the home. Floor, ground, roof or attic-floor insulation must each meet Rd ≥3.5 m²K/W and a minimum area of 20 m². Rd describes the insulation material’s resistance to heat loss. Only one of floor or ground insulation and one of roof or attic-floor insulation can be funded. Use an insulation company registered with the Dutch Chamber of Commerce and experienced in insulation work.
- The insulation must be physically installed in this home and remain attached to it. New building parts, newly added elements, easily reversible measures and materials not fully installed in the home are excluded. Each home can receive this scheme’s grant only once.
How to apply

- Round restrictions
- Apply before work starts; complete applications are considered while the applicable budget remains.
Apply through the Municipality of Harderwijk’s subsidy portal using DigiD before starting the work. Submit the company’s quotation showing the area, material and insulation value, and company details. Attach your energy-label proof or declare the two poorly insulated building-element groups; provide decisions for other subsidies you receive. Applications can be submitted through 31 December 2027, while the applicable budget lasts. Complete applications are considered in receipt order; if equally dated applications exceed the remaining budget, that budget is shared proportionally.
Complete the work within six months of the grant award and comply with applicable law and any extra award conditions. You may request an advance of up to the entire award to pay the company invoice; the municipality may refuse an advance if the conditions are not met.
Notify the municipality in writing within 13 weeks after finishing to have the grant finalised. Supply invoices, proof of payment and a photograph of the result, and cooperate with any home inspection. The final award cannot exceed the amount originally awarded, even if costs rise. Departures from the award can lead to a reduction to zero; if a refusal ground is discovered afterwards, the grant is withdrawn and recovered. Notify the municipality promptly in writing if the work or obligations cannot be completed fully or on time, or relevant financial relationships or circumstances change.
