Toekomstbestendig Wonen loan
A personal loan for owner-occupiers in Putten with an energy label D–G home, funding improvements that include energy saving or generation.
The standard personal loan finances improvements to a ground-level home without mortgage security. You can finance insulation or solar panels and combine an energy measure with improvements for independent living, asbestos removal or demolition of outbuildings. The municipality must accept the actual costs; every investment must include at least one energy measure.
Borrow €2,500–€35,000 at a fixed 2.6% interest rate. The €35,000 ceiling also applies to the total of multiple applications by the same applicant for one home. The maximum term is 10 years up to €15,000 and 15 years from €15,001. Fixed monthly payments cover interest and repay the amount borrowed; repaid amounts cannot be borrowed again.
The loan goes into a renovation account rather than being paid freely to you. SVn pays contractors against submitted invoices; if you paid an invoice yourself, it can reimburse you after approving proof of payment. The account normally lasts 12 months, with one requested extension of up to 12 months. It closes when all funds are used or the works are complete, and SVn may close it after six months without transactions. Any unused balance reduces your loan. Interest credited on the account offsets payments for at most 12 months. You cannot deposit your own money into it, and you must pay invoice amounts exceeding its balance yourself.
There is no closing fee; any adviser costs are yours. Special bank-transfer costs can be passed on. You may repay early without a charge, with a minimum extra payment of €250. SVn then adjusts the monthly payment and may shorten the term if that payment falls below €35. You must keep repaying even if your contractor fails to honour its agreement.
Eligibility
- Own and live in, or intend to use as your main residence, a home in Putten. This route covers a home accessible directly from street level with at least one floor at ground level, excluding apartments in an owners’ association.
- This entry covers energy labels D–G. The municipality checks the registered label on energielabel.nl and decides eligibility if data are missing. It may exclude a home whose energy performance has recently been substantially improved.
- All co-owners must apply together; at least one applicant must be younger than 76 when applying to SVn. Each joint borrower is responsible for the whole debt.
- Apply before the work starts. Accepted actual costs must be at least €2,500, proportionate to the result, and within the cumulative €35,000 limit.
- Measures must avoid disproportionate pressure on the electricity grid where suitable solutions are absent. An exception requires prior consultation with Gelderland and/or SVn, and either consultation with the regional grid operator or a demonstrable fit with municipal heat plans.
- SVn independently checks whether your income and household, housing and employment situation can support the extra monthly payments under its lending rules. Municipal approval reserves budget and does not guarantee a loan.
Pay on time: arrears can incur statutory interest and administration or collection costs. The full debt can become due after at least two months of arrears if you remain in default after formal notice; other triggers include leaving or preparing to leave your permanent residence in the Netherlands, bankruptcy or statutory debt restructuring, deliberate material misinformation, including failing to use the loan for the agreed measures, or death where SVn has justified reason to expect non-payment. Collection, acceleration, releasing a joint borrower and changing the loan form can also incur costs.

- Apply before work starts. Intake closes when the municipal budget is reached.[^c9][^c14]
Apply to the municipality using the DigiD form, or obtain a paper form from the municipal service desk. Include the planned measures, a financial explanation such as quotations, and a work schedule. For solar panels, also include a panel layout plan.
The municipality assesses eligibility. After receiving its allocation letter, apply to SVn within eight weeks. SVn carries out its own financial assessment and issues an offer if approved. Applications remain available while the budget lasts; the municipality closes intake when the maximum budget is reached. Incorrect information or failure to conclude the loan can cause the allocation to be withdrawn.
