Grant for halving public transport monthly-ticket fares
Regional public transport authorities can receive reimbursement for halving monthly-ticket fares during the temporary 2026 scheme.
Reduce the price of monthly public transport tickets so passengers can travel more cheaply. This temporary state grant supports travel during all or part of 1 July–31 December 2026; its stated purpose includes more energy-efficient travel and lower greenhouse gas emissions.
Naturvårdsverket pays the grant afterwards, based on the actual number of eligible tickets sold at half price. It can cover the full eligible fare reduction, excluding VAT. This means reimbursement of the lost fare revenue, rather than the full original ticket price. If funds are insufficient, every eligible authority receives the same percentage reduction in its grant. The government allocated SEK 6.5 billion to the scheme as a whole.
Eligibility
- Your organisation must be a regional public transport authority. The authority applies for compensation for reduced fares.
- Reduce the fare by exactly 50% from the price decided on 1 May 2026. If no price had been decided for that ticket, use the price decided on that date for a comparable monthly ticket, allowing differences in activation time or the period when travel is permitted.
- The ticket must allow unlimited journeys over 28–31 days. It must cover journeys within Sweden or between Sweden and the first tariff zone in a neighbouring country.
- Tickets must have been activated by 2 December 2026, or be valid for journeys no later than 31 December 2026.
Notify Naturvårdsverket without delay of changes that could affect your entitlement or the amount. You must repay an incorrectly awarded or excessive grant if incorrect information you supplied caused it, or if you reasonably should have recognised an error arising for another reason. Naturvårdsverket must recover all or part of such a grant; statutory interest applies from the 30th day after its recovery decision. For special reasons, it may waive all or part of repayment or interest. Grant decisions cannot be appealed.

Apply to Naturvårdsverket using the form on the official grant page, with the completed Excel template attached. The three reimbursement periods cover July–August, September–October, and 1 November–2 December. Applications must arrive within the corresponding published application window; the final deadline is 16 December 2026.
Report the number of tickets sold at the reduced fare, the reduced prices and the prices decided on 1 May. Provide supporting records proving the lost revenue and the price reduction, together with activation records or evidence that ticket validity ends by 31 December. Report these details separately for each ticket category: passenger group, validity zone, or their combination. Price lists and extracts from ticket or sales systems are examples of supporting records. No particular document format is required if Naturvårdsverket can follow and verify the information.
If tickets or revenue are shared between authorities, explain the allocation and provide enough information to verify the amount requested. Provide any further information Naturvårdsverket requests within its stated time; otherwise it may decide using the information already supplied. Naturvårdsverket assesses all applications for a period after its application deadline.
