Greening-scan advice subsidy

VLAIOFlandeshasta 10 mil EUR

Businesses and commercially active nonprofits in Flanders can get 85% of the cost of advice on the feasibility of green energy investments covered, up to €10,000 per scan.

Esta oportunidad está disponible actualmente en inglés.

The scan helps you assess whether a green energy investment is technically and financially feasible. An approved adviser examines market-ready technology and helps develop the business case.

Eligible technologies include industrial heat pumps, electric boilers, electrification of industrial processes, solar thermal energy, biogas boilers and production, waste-heat use, heat networks between businesses, shallow and deep geothermal energy, hydrogen boilers and thermal storage. Discuss another technology with VLAIO at vergroening@vlaio.be before proceeding.

VLAIO subsidises 85% of the scan cost through the approved adviser. You pay your contribution directly to the adviser, who claims the subsidy from VLAIO. The subsidy is capped at €10,000 per scan, excluding VAT; VLAIO may approve a more expensive scan, but the cap still applies.

Eligibility

  • Individual businesses and partnerships between businesses can apply. The establishment being assessed must be in the Flemish Region. A business can request at most two scans at two establishments.
  • Nonprofit associations (vzw’s) qualify for commercial activities. Your main activity must be eligible on the linked NACE-code list, which classifies business activities. Agriculture, horticulture, fishing and aquaculture are generally excluded; a business whose main activity is in the primary sector can obtain a scan for its other, non-primary activities.
  • An establishment with final energy consumption above 0.1 petajoules must belong to the energy policy agreements (Energiebeleidsovereenkomsten, EBO). Joining these agreements is a condition for an energy-intensive establishment to receive a scan.
  • A business with more than 50% government ownership qualifies only for studies on constructing heat networks, shore power for vessels, energy sharing or industrial water purification.
  • This subsidy counts towards your cumulative de minimis aid, together with other support received under the de minimis rules. The total must not exceed €300,000 over three years.
  • Mandatory investments are excluded, including measures in your energy plan or audit with an internal rate of return (IRR) above 13%, and mandatory “No Regret” measures. IRR measures the investment’s financial return as a percentage, using the expected cash flows over its lifetime. The exclusion concerns investments you are already required to undertake.
  • Similar activities delivered under the Ondernemerschap en innovatieversnelling contract are excluded. This is VLAIO’s arrangement for partner organisations to provide business advice and guidance, including support for digitalisation and sustainability. Studies of measures that cannot receive support, including fossil-fuel or hybrid installations, are also excluded.
  • Businesses in dissolution, cessation, bankruptcy or liquidation, with ongoing insolvency proceedings, or subject to a European aid-recovery procedure are excluded. Fraud concerning awarded aid excludes a business for five years.
