Grants cover half the eligible project fees for new energy-saving and cleaner-production technology projects at eligible Hong Kong-owned factories in Hong Kong or Guangdong.

Esta oportunidad está disponible actualmente en inglés.

You can fund technical support, equipment and installation to improve energy efficiency or reduce pollution, wastewater or solid waste in factory production. This is the New Cleaner Production Technology Projects route within the Cleaner Production Partnership Programme. Energy-saving technologies, such as heat pumps on the technology list, provide a climate-relevant route; the programme also funds other environmental improvements.

The grant is 50% of the project fee, up to HK$650,000 per approved application. The limit rises to HK$750,000 for technologies developed by Hong Kong institutions or jointly by Guangdong and Hong Kong institutions. You must establish that development through valid documentation, such as patents, or qualifying government technology funding. Internal staff costs and other expenses of your business are excluded.

You pay the providers and suppliers first. The secretariat pays the approved grant after it accepts the final report, service-quality survey, proof of full payment, procurement documents for directly purchased equipment or installation, an audited expenditure statement and any other required documents. The expenditure audit must use an independent Certified Public Accountant with a practising certificate registered under Cap. 588, following the programme’s Notes for Auditors. Keep separate project books and records. Where local rules require VAT invoices, valid supplier VAT invoices are necessary; ordinary receipts or transaction records do not replace them.

Eligibility

Your business must be registered in Hong Kong under the Business Registration Ordinance (Cap. 310). You must own and operate a factory in Hong Kong, or have one of these connections to a factory owned and operated in Guangdong:

  • The factory is owned and operated by a Sino-foreign equity or co-operative joint venture established in mainland China, and your Hong Kong business is a party to that venture.
  • The factory is owned and operated by a wholly foreign-owned mainland enterprise established with capital from your Hong Kong business.
  • The factory is owned and operated by a mainland enterprise with an existing agreement with your business for processing your supplied materials, assembling your supplied parts, processing to your samples, or compensatory trade. In compensatory trade, your business lends money, equipment or technology to establish factories or exploit resources, and the mainland enterprise repays in products over an agreed period.
  • The factory is owned and operated by a mainland enterprise in which a Hong Kong resident owns more than 50% and at least 30% of your Hong Kong business.

Priority goes to manufacturing businesses with fewer than 100 employees, and to factories in chemical products, food and beverage, furniture, metal and metal products, non-metallic mineral products, paper and paper products, printing and publishing, and textiles. Other industries can apply but need case-by-case approval by the Project Management Committee.

The technology must address energy saving, air-pollutant reduction, wastewater reduction or control, or solid-waste reduction. It must be on the current technology list or pass assessment of its benefits, wider adoption potential, use in typical industrial processes, and novelty in Guangdong or nearby regions. Solid-waste projects may cover only waste from your factory’s own industrial processes.

Use a registered Environmental Technology service provider to implement the project. For technologies developed by Hong Kong institutions or jointly by Guangdong and Hong Kong institutions, you may instead use another suitable consultant, technology supplier, research institution or university capable of implementing the work and reporting its results. Providers and their associated companies or people must have no direct or indirect private interests, connections or relationships with your business.

Each factory address can receive at most three approvals in this round, each for a different technology. Each technology has only five approvals across the programme. Technologies 8 (low-NOx burners), 24 (digital printing), 46 (pre-cooling evaporators with double-effect evaporative condensers) and 70 (laser direct imaging exposure) are no longer accepting applications because their quotas are fully allocated.

Do not claim another HKSAR government subsidy for this project or its equipment. Projects or equipment already funded by another HKSAR government scheme are ineligible here. The secretariat can disqualify applicants or terminate agreements on the guide’s national-security grounds; disqualification can also protect Hong Kong’s public interest, morals, order or safety. False, misleading, incomplete or inaccurate information or improper conduct can lead to cancellation and immediate repayment of all funding plus related administrative costs.

The programme secretariat may share the project findings with other factories and industry. You may be asked to take part in publicity and technology-promotion activities, including visits to your factory. Display the programme logo on funded equipment and facilities and in project publicity and publications. If you publicise the results yourself, notify the secretariat beforehand and include the guide’s disclaimer that the views expressed do not represent the government, committee or Hong Kong Productivity Council.

Condiciones de la convocatoria
  • Applications are accepted year-round in the programme extended until 30 June 2027. Technologies 8, 24, 46 and 70 have exhausted their quotas and cannot receive new applications.

Download the New Cleaner Production Technology Projects form from the official application page. Choose your implementing provider, prepare a draft service contract and obtain equipment quotations. Email the form and required supporting documents to the Hong Kong Productivity Council programme secretariat at ncptp@cleanerproduction.hk. The project leader must sign the form and the organisation must stamp it with its official seal. There is no application fee. Applications are accepted year-round and processed in submission-order batches during the current round, which runs until 30 June 2027.

If the secretariat requests clarification or supplementary information, respond within two weeks of its notification; otherwise it will not process your application. You must also permit and assist verification of your submitted information.

Submit the application before procuring equipment. Costs before the application-number issue date or after project completion are not funded. You can procure after applying but before signing the funding agreement, at your own risk if approval is refused. Sign the agreement within two months of the decision unless the secretariat accepts your justification for delay.

Equipment procurement normally needs at least two quotations for purchases up to HK$50,000; quotations can be verbal only up to HK$10,000. Purchases over HK$50,000 and up to HK$1,360,000 need at least five written quotations; purchases above HK$1,360,000 require open tendering. Record any shortage of suppliers. Choose the lowest bid meeting the technical requirements unless the committee endorses your justification for another choice. The committee may agree to different procurement procedures.

Start within two weeks of signing and complete the project with its final report within twelve months. Notify the secretariat by email at least two weeks before equipment installation and provide the required photos and videos. Submit a provider-prepared report evaluating actual performance and an approximately one-minute technical video. For air-pollutant reduction technologies, collect at least three representative samples for laboratory analysis after installation or install online monitoring; up to one year of monitoring data must be supplied on request without extra cost.

Obtain prior written approval for changes to project details or the agreement, including completion dates. Keep funded equipment and procurement documents for one year after completion and allow inspection. Consent to and facilitate random independent post-completion audits. Missing deadlines, unsatisfactory reporting or breached funding terms can stop payment or terminate the project.
