Loans with fully subsidised interest for individuals improving the energy performance of a main home or non-rented second home in Greece.

Esta oportunidad está disponible actualmente en inglés.

The programme finances insulation, green roofs, energy-efficient windows and glazing, solar water heaters, permanent external shading (excluding awnings), thermostatic controls, renewable-energy batteries, solar panels, small wind turbines and other renewable-energy systems. Heating and cooling must use renewable energy or high-efficiency combined heat and power; examples include electric heat pumps and inverter air conditioners rated A+ or higher. Installation and technical adviser or engineer services are eligible. You can combine eligible measures, and VAT is included in the loan amount.

The loan is €5,000–€25,000 for one property per recipient tax number (ΑΦΜ). The bank assesses your ability to repay. You repay the principal in monthly instalments over three to seven years, with no grace period. The recovery fund provides 75% of the capital at zero interest, and the bank provides 25% with its interest fully subsidised by the Greek state.

After 90 consecutive days in arrears, the subsidy ends permanently, even if you later clear the arrears or agree a repayment arrangement. Contractual and default interest then fall to you. The bank may also terminate the loan and demand full repayment after 90 consecutive days in arrears or under other triggers in your loan contract. Partial or full early repayment has no penalty or extra charge. Application assessment is free, but property checks and security registration can cost you if the bank takes property security; engineer inspections may also be charged to you.

Eligibility

  • You must be an individual with full ownership, usufruct (a legal right to use the home) or bare ownership (ownership while someone else holds that right of use). The home must legally exist in Greece and be a main home or a non-rented second home. A previous tenancy may be ended electronically, but this must happen before applying.
  • You must not have benefited from another EU-funded energy-upgrade programme since 1 January 2020. This programme cannot be combined with other EU-funded energy-upgrade programmes, and it cannot refinance an existing loan.
  • Other holders of ownership or use rights must consent to the work. Consent declarations through gov.gr are required from those who do not join the loan. The bank sets any requirements for guarantees or property security; other owners can act as guarantors.
  • You must provide evidence that the building is legal. Where an unauthorised building has been regularised, evidence of completed regularisation and payment of the full fine is needed by final disbursement. A demolition exemption must be permanent. If a registration certificate is unavailable, an attestation from the registry can allow signing; for pending registration, proof of filing can allow signing under the bank’s policy. Disbursement still waits for the registration certificate.
  • Heating and cooling equipment needs the prescribed energy-labelling product sheet. Equipment must carry CE marking where legally required. Construction and electrical waste must be managed under the applicable rules, including the requirement that the work cause no significant environmental harm.
  • You may transfer the financed property only after fully repaying the loan.

Condiciones de la convocatoria
  • Admission was subject to remaining funds; loan signing had a separate deadline of 31 August 2026.[^c16][^c22]

The published admission window ended on 31 May 2026, subject to funds remaining. Loan agreements had to be signed within two months of admission and no later than 31 August 2026; an unsigned admission then lapsed. These are the terms of the closed intake.

Applications went to one participating bank chosen by the borrower. A borrower could move to another bank only after credit rejection or if no preapproval arrived within 30 days. Existing borrowers should deal with the bank that signed their loan for disbursement and completion checks.

For admitted projects, carry out the work and obtain tax invoices after admission. Complete the improvements within 18 months of signing; the bank can grant up to three extra months following a request made beforehand. The bank verifies the work and may request invoices or an engineer inspection. You must also cooperate with Greek and EU checks and provide project documents when requested.
