Grants for electricity-market research collaboration

Grants for university-led research on electricity-market rules and pricing to support electrification and growing fossil-free electricity generation.

Esta oportunidad está disponible actualmente en inglés.

Build a joint research environment studying how electricity markets and regulation should work as the power system expands. Research must take a system-wide and economic perspective. Topics include pricing, incentives for new generation and storage, market participants’ behaviour, grid bottlenecks and flexibility in electricity demand.

Energimyndigheten and Svenska kraftnät offer one research environment up to SEK 15 million a year and SEK 75 million over five years. Their combined grant can cover at most 80% of the initiative’s costs; participating organisations must provide at least 20%. Describe a ten-year plan, but this call funds only the first five-year phase, starting no earlier than June 2027 and lasting at most 60 months. A later phase is subject to follow-up of the environment’s development and results.

The grant supports fundamental academic and needs-driven research. A smaller, separately budgeted share may cover coordination, international exchange and dissemination. Eligible research costs include staff time, project use of equipment and premises, externally purchased research and specialist services, and directly related operating costs. Equipment and building costs are subject to the use-period and depreciation rules in the call.

For the start-up year 2027, the requested amount should be 25% of the normal annual amount from 2028 onward. Co-financing can include faculty funds, unrestricted foundation funds, the institutions’ own work or access to facilities. Costs of the institutions’ own work and resources must arise from the research environment’s activities during the approved period, be actual, auditable and recorded by the contributing party, and must not be funded by other projects or relate to undergraduate education. Time records must be available on request.

Eligibility

  • A university or higher-education institution must coordinate the application and host the research environment. The collaboration must include at least two higher-education institutions. Only Swedish higher-education institutions and research institutes may receive the grant; other Swedish or overseas organisations may participate without requesting funding.
  • Include at least five active researchers, each contributing at least 20% of a full-time post, at least one doctoral researcher and senior research expertise. The centre leader must be a senior, academically qualified researcher at a participating higher-education institution. The research must have a clear foundation in economics; interdisciplinary work is welcome.
  • Provide a central coordination and dialogue function, organise an annual conference and explain cooperation with one or more of Energimyndigheten, Svenska kraftnät and Energimarknadsinspektionen. All participating higher-education institutions must support the application. Explain how the collaboration will build lasting expertise in Sweden, connect to European research and policy, transfer results to the authorities and continue after the first five years.
  • Research institutes must carry out the funded work within their non-economic activities, with the research kept separate from commercial work such as research sold to customers. Institutes that also undertake commercial work must keep the activities and their costs, funding and income separate. An individual non-economic project partner may receive up to 100% of its eligible costs under the appendix rules, while the initiative as a whole remains subject to the 80% ceiling.

Condiciones de la convocatoria
  • Optional sketch: 30 October 2026. Full application deadline: 23:59 on 1 February 2027.

You may first email the optional sketch, using the call’s form and no more than ten pages, to Elsystem.Forskningochinnovation@energimyndigheten.se by 30 October 2026. This is voluntary, not an eligibility stage for the full application.

Submit the full application through Energimyndigheten’s Mina sidor service, “Finansiering av forskning, innovation och affärsutveckling”, during the application window. Request permission to represent the coordinating institution in advance; approval can take a few days. Select “Etablering av en strategisk forskningsmiljö för elmarknadsdesign och reglering”.

Write the application in English using the research-environment template, with a maximum of 25 pages including figures and tables. Attach CVs of up to two A4 pages each for the project leader and other key people. Enter eligible costs and financing separately for each participating institution on Mina sidor. The template replaces the portal’s narrative boxes except the Swedish and English project titles and short summaries; enter “X” in the other narrative boxes.
