Home insulation and draught-sealing rebate
Rebates for member households improving insulation, sealing air leaks or upgrading ducts in homes built before 2000 with qualifying electric heat or central air conditioning.
Esta oportunidad está disponible actualmente en inglés.
Clarke Electric Cooperative pays a rebate towards eligible completed home improvements. For qualifying electric-heated homes, it covers 60% of eligible costs: up to $600 each for attic or ceiling, wall and foundation insulation, and $200 each for permanent air-leak sealing and duct insulation or sealing. The total maximum is $2,200 per home over the lifetime of the programme.
For homes qualifying only through central air conditioning, the rebate covers 15% of costs, capped at $150 each for attic or ceiling and wall insulation, with a $300 lifetime total. Foundation insulation, air-leak sealing and duct work are excluded from this category. If you have your own generation, such as solar or wind, the cooperative adjusts your rebate to reflect the share of electricity it supplies to your home.
Eligibility
You must be a member-consumer and install the improvements at a home served by the cooperative. The home must have been built before 2000; upgrades qualify, but new additions do not.
- To qualify for the electric-heat rates, the electric system must heat 75% of the home and run before any non-electric backup. Portable space heaters do not count. Air conditioning is not required for this category.
- To qualify through central air conditioning only, the system must cool the whole home except the basement, and the heating system must not qualify for the electric-heat category.
- The project must cost at least $150. You may combine installation types. Contractor costs must be itemized by eligible measure; if you do the work yourself, your own labor cannot count towards eligible costs.
- Insulation must start below the form’s pre-existing limits and meet its post-installation requirements. R-value measures resistance to heat flow. Attic or ceiling insulation must start below R-20 and reach at least R-38. Wall insulation must start below R-13, finish at least R-13 and add at least R-5. Foundation insulation must start below R-8, finish at least R-5 and add at least R-5. Duct insulation must start below R-3 and reach at least R-8. The form includes thickness-based calculations if your existing R-value is unknown.
- Air-leak sealing can include house wraps, vapor barriers, permanent weatherstripping, caulking and foam. Temporary removable caulking and plastic window covers do not qualify.
- Duct work must be installed professionally in unconditioned spaces, such as an attic or crawlspace. Work with both ducts and heating equipment in the basement does not qualify. Duct sealing must use mastic sealant, not duct tape.
Equipment is subject to cooperative inspection and minimum electricity-use requirements. Allow reasonable access for inspection and transaction checks. A rebate may be denied or adjusted if the installation or application does not meet the rules.
