CIB 10 Zöld Minősített Fogyasztóbarát Lakáshitel finances the purchase or construction of a new, energy-efficient home. Its calculator offers HUF 1–100 million over 10–30 years, but CIB decides the amount from your income and the property's value.
You repay the borrowed money and interest monthly from a CIB account. The instalment stays equal within each interest period. Interest is fixed for ten years at a time, rather than for the entire loan: at the next period it can change using the MNB's H2K10 indicator, based on changes in average interest-swap rates.
For purchase, CIB pays the loan into your CIB account and transfers it to the seller or the lawyer's escrow account under the purchase agreement. Any required own contribution must already have been paid and evidenced before payout.
For construction, funds are paid in up to four stages within two years of the first payout. At 20%, 55%, 85% and 100% verified completion, the corresponding payments are 20%, 35%, 30% and 15% of the loan. A bank-listed appraiser verifies progress. The final payment also requires the applicable occupancy/completion certificate, a building-registration plan and proof of property insurance.
The standard payout and transfer fee together cannot exceed 0.75% of the amount paid out or HUF 150,000. The start-fee campaign valid through 31 December 2026 waives the payout fee. If you repay the whole loan within three years of payout—or the last payout for a staged loan—from a source other than building-society savings, you must repay all concessions received under that campaign.
Partial or full early repayment normally costs 1% of the amount repaid early. Complete applications accepted from 1 October to 31 December 2026 qualify for a HUF 150,000 cap on that fee for each prepayment. At the savings contract's maturity, prepayment funded from contracted building-society monthly savings, associated state support and credited interest is fee-free.
Eligibility
- You must be legally capable, over 18, have a permanent Hungarian address and address card, and hold a valid identity card, passport or driving licence issued by a Hungarian authority. The main borrower must be a foreign-exchange resident (devizabelföldi) under Hungary's Act XCIII of 2001. For adult applicants, this means having or being entitled to a valid Hungarian-issued identity card, or the official personal-identifier card for people with long-term residence rights. Someone who neither has nor is entitled to the relevant card is a foreign-exchange non-resident. A foreign-exchange non-resident citizen with a permanent Hungarian address and address card may be a co-borrower only, with a Hungarian tax card and income that does not come from abroad.
- You must have no active or passive overdue-debt record in Hungary's KHR credit register and must not be in personal debt-settlement or debt-repayment proceedings. CIB must approve your credit application.
- For a new-home purchase, the energy certificate valid from 1 November 2023 must show at least A+ and annual primary energy demand no higher than 68 kWh/m². This is the property's certified energy-demand measure, checked through its energy certificate.
- For construction with a permit/notification dated after 1 November 2023, the home must reach at least A+ and no more than 68 kWh/m²/year primary energy demand. With a permit dated before that date, BB may qualify and the limit is 80 kWh/m²/year.
- CIB requires independently marketable Hungarian property or land owned by, or passing into the ownership of, an individual, with an occupancy permit and no special-purpose operation. Each security property must be worth at least HUF 6 million, with the bank's registered security right and a restriction on sale and further encumbrance. Prior-ranking charges are limited to non-repayable support, repayable employer/municipal support up to 30% of market value, or earlier CIB mortgage entries. A property with a usufruct—a separate person's right to use it—can qualify if that person signs the security agreement.
- The general collateral ceiling is 80% of market value and no more than the appraised forced-sale value. For energy-efficient housing, the information sheet permits up to 90% of market value and an income-payment burden up to 60%. A statistical valuation permits only 60% of market value; a higher request needs a full appraisal. These are ceilings, not a promised loan amount.
- Property insurance covering at least fire and natural hazards is compulsory, naming CIB as pledge holder for insured amounts above HUF 500,000. Construction requires construction insurance covering those hazards and construction risks for at least the loan amount; CIB must also be named as pledge holder for construction-insurance amounts above HUF 500,000. Regular property insurance must be in place by the last payout.
- CIB checks construction-budget feasibility using a HUF 500,000/m² assumed minimum. A lower budget may need justification or revision; the appraiser may request further documents or revisions even above that benchmark.
- Before payout, you need a CIB account, signed loan/security agreements and a notarial repayment commitment. Nonpayment, late payment or bank termination can lead to enforcement against your assets to recover the debt.
