Owners of eligible new Manitoba buildings or additions can receive help with energy-modelling costs and a construction payment based on floor area and modelled energy savings against a code-compliant reference building.

Energy modelling compares the proposed building with the same building designed just to meet the National Energy Code of Canada for Buildings (NECB) 2020 Tier 1 and Manitoba amendments. Incentives start at 5% less annual energy use; the programme’s energy-efficiency certification requires at least 10% improvement.

Energy Modelling Assistance: the standard total is the lesser of CAD 12,000 per building or eligible modelling invoices, unless Efficiency Manitoba agrees otherwise in writing. Up to CAD 5,000 is paid after approval of the design model; up to CAD 7,000 of remaining eligible support is paid only after successful completion of the Performance Path. Separate modelling fees from design and commissioning fees. This support does not include GST.

Performance Path: multiply eligible floor area by the rate below, based on the final approved model. Round the improvement down to a whole percentage point; for example, 10.5% uses the 10% rate. The basic rate cannot exceed CAD 11.20 per square foot.

An optional comprehensive Systems Manual earns another 10% of the eligible Performance Path payment, capped at CAD 12,000. It assembles the building’s design records, operating instructions and system-testing documents for the owner and operators; a basic equipment maintenance manual alone is insufficient.

A separate 100% Performance Path bonus is available, subject to approval, for multi-unit buildings enrolled by March 31, 2027 that are primarily residential and use a ground-source heat pump as primary heating for all dwelling-unit spaces. The final model must show at least 15% improvement over the energy-code baseline. This doubles the base performance payment, not the modelling grant or manual bonus.

Eligibility

The project must be a new building or addition in Manitoba. The applicant must be the registered landowner and must own, or will own, the newly constructed building; a designated representative can act for the owner. The agreements require Manitoba Hydro customer eligibility for commercial general-service electricity rates and commercial natural-gas rates, with primary heating supplied by Hydro electricity or natural gas. Other primary fuels are excluded.

The normal Performance Path route covers new buildings classified as Part 3 buildings and required to follow NECB 2020 Tier 1 and Manitoba amendments. The responsible building authority determines the building-code classification and applicable requirements; meeting the energy target alone does not establish that classification. Commercial buildings not required to follow that code may also apply. Residential, multi-unit residential, farm, industrial and manufacturing buildings that are not required to follow it are excluded.

Payment area includes year-round heated or partly heated floors with at least 7.5 feet of headroom, including qualifying basements, mezzanines and parking garages. Partly heated enclosed space must have heating output of at least 0.9 watt per square foot. Measure inside exterior walls or to the centreline of walls separating buildings; exclude crawlspaces, attics and unconditioned space.

Solar electricity generation is funded through the separate solar rebate, not included in this performance incentive. Other Efficiency Manitoba programmes can cover measures not already included in this building’s energy model. For modelling assistance, disclose other federal, provincial, Hydro or Efficiency Manitoba energy-conservation funding: it may make the project ineligible unless Efficiency Manitoba agrees otherwise in writing. A project combining new construction and a commercial deep retrofit can receive modelling assistance under only one of those programmes.

Lighting must use qualifying DesignLights Consortium-verified high-performance LEDs, ENERGY STAR-certified products, or products individually approved by an Efficiency Manitoba lighting-programme engineer. In-suite residential lighting outside the energy code’s scope and not contributing to modelled performance is exempt. Parking outlets for engine-block or vehicle-interior heaters need temperature controls: no power above −5°C, rising from 10% on-time below −5°C to continuous power at −25°C or colder.

  • Modelling assistance: Efficiency Manitoba must approve the application and receive the design report and invoice before both tender and issuance of the building permit. A foundation permit does not disqualify modelling assistance; the guide permits foundation and structural work under this specific exception.
  • Performance Path: Efficiency Manitoba must receive and approve the application no later than six months after the building permit is issued. Approval is also required before ordering or purchasing materials or starting work. Foundation, excavation and demolition permits do not start the six-month clock.
  • Ground-source bonus enrolment deadline: March 31, 2027.
  1. Contact NewBuildings@efficiencyMB.ca during design and email the linked application for each route sought. The owner must read and sign the agreement even if an agent submits it. Obtain approval before ordering or purchasing materials or starting project work, as required by both application acknowledgements.
  2. For modelling assistance, obtain application approval and submit the design report and itemized modelling invoice before both the tender date and the building permit. The owner must sign the design report to accept it. Tendering is the process of inviting construction bids. A foundation permit does not disqualify this route; foundation and structural work may begin under the guide’s specific exception. Missing the modelling route does not itself disqualify the separate Performance Path.
  3. The Performance Path application must be received and approved no later than six months after the building permit is issued. Foundation, excavation and demolition permits do not start this deadline. This deadline does not replace the signed preapproval requirement. Completed projects are ineligible.
  4. Develop the Owner’s Project Requirements, recording functional needs and performance goals, signed by the owner and relevant design team members. The design team prepares the Basis of Design explaining how the design meets those goals, also accepted by the owner’s signature. Submit the building permit and the required design and final energy models using NECB 2020 Part 8 software. If the initial model falls short of the application’s target, include options to reach it.
  5. Submit the programme’s final modelling workbook—a template recording model inputs and results—along with simulation files, drawings and equipment evidence, plus commissioning records: tests confirming that the installed systems operate as designed. A separate commissioning agent is not required. If claiming savings from air tightness, follow the guide’s ASTM E3158-18 or newer testing requirements; obtain prior approval for necessary test deviations and document them. Train the owner and operators, providing attendance records and activity descriptions or inviting programme staff to relevant training sessions. Submit the occupancy permit; temporary or partial permits are assessed individually, and a photograph is acceptable if a copy cannot reasonably be obtained.
  6. Efficiency Manitoba reviews all required documents and may inspect before paying the owner or nominated payee after construction. Notify it promptly, in writing, of design changes. Operate the building for at least 36 months after payment and remain a Hydro customer in good standing for 36 consecutive months after the last payment; losing that standing requires full repayment. Allow inspections from application until 36 months after formal design-compliance notice. Approval does not replace permits or building-code compliance.
