Sustainability loan for nonprofit buildings
A loan for nonprofit associations and foundations improving energy efficiency or generating renewable energy at their premises or sports complex in Oldebroek.
Tämän rahoitusmahdollisuuden kuvaus on toistaiseksi englanniksi.
This route covers borrowing €15,000–€24,999 for work such as roof insulation, solar panels, solar collectors and green roofs. Renovation, foundation repairs or asbestos removal must themselves be sustainability measures or be combined with one. Asbestos remediation is listed in combination with replacing the roof.
For this range, the published base interest rate is 1.6% and the repayment term is ten years. SVn sets the interest rate when the loan is allocated. The loan uses an annuity: regular payments cover interest and repay the borrowed amount over the term. Interest is calculated on the outstanding debt; the loan documentation sets the fixed-rate period and any subsequent interest review. You can repay all or part early without a fee.
A building with a net total energy use of zero or an energy surplus under standard Dutch climate conditions qualifies for a 0.5 percentage-point interest discount. This route requires an energy-performance assessment (EPA-maatwerkadvies) from a certified company. Using circular materials qualifies for a 0.1 percentage-point discount.
For the covered range, a private deed records the loan. The closing fee is 1% of the principal, subject to a €1,500 minimum and €7,500 maximum: the minimum means a €1,500 fee throughout this range. SVn deducts it from the loan, leaving less money available for the work. Other costs, such as financial advice and valuation, can apply. SVn may require additional security or conditions; the general terms require pledging movable property serving the premises and equipment needed for the borrower's activities, giving SVn security if obligations are not met.
SVn holds the money in a construction account and pays the contractors from submitted cost claims. It normally lasts twelve months and can be extended once on request, to at most twenty-four months. It closes when the money is used or the works are complete; unused money reduces the loan. SVn can also close it after six months without transactions. The account earns the credit interest specified in the loan documents for at most twelve months, offset against regular payments. If the account cannot cover a bill, you pay the remainder from your own funds; you cannot deposit your own money into it.
Eligibility
- You must be a nonprofit association or foundation; homeowners' associations (VvEs) are excluded. The work must be in Oldebroek, at premises owned by your organisation or at a sports complex. A sports-complex borrower need not own the complex. The accommodation must be at least one year old.
- Include at least one permitted sustainability measure. Costs must be proportionate to the result and the work must not already have been carried out. The loan cannot exceed accepted actual costs. These include necessary materials and work, qualifying labour, loan-related costs and building or energy advice. The regulation rejects projects with actual costs below €15,000 or above €100,000 including VAT; the borrowing range covered here remains €15,000–€24,999.
- If you choose cavity-wall insulation, its thermal resistance must be at least Rc 4.5 m²K/W; floor insulation needs Rc 3.5, or Rc 5 with underfloor heating. For glazing, HR++ needs a U-value below 1.2 and HR+++ a U-value of 0.5–0.9; insulated frames need a U-value of 1.3 or lower. Rc measures resistance to heat loss (higher is better); U measures heat transfer (lower is better). The annex also lists heated IQ glazing, heat pumps, heat-recovery ventilation, home batteries and other measures.
- The municipality assesses whether any state aid is lawful, including whether the EU de-minimis rules for small amounts of public aid can apply. Funding depends on sufficient municipal budget. SVn must approve its independent financial assessment before the loan is final.
- Legal-entity borrowers must provide their annual report, prepared by a recognised firm, as soon as it is ready and no later than six months after their financial year ends, and inform SVn about organisational changes and important financial developments. Under the general terms, default on other finance, loss of pledged claims or guarantees and organisational changes such as mergers, a changed legal structure or major changes to the statutes can trigger immediate repayment; relevant events must be reported to SVn.

- Applications are assessed in order of arrival and refused if the municipal budget is insufficient. Municipal allocation and a positive SVn financial assessment are required.
Submit the Stimuleringslening duurzaamheid form to Oldebroek through the municipal application link, or use the written form linked on the official information page. Provide the proposed measures, a cost breakdown supported by quotes, the work schedule, approved members' meeting minutes no older than six months recording the investment and loan decision, and an estimate of annual energy savings or renewable generation. Include any existing EPA advice (mandatory for an energy-neutral building), other public support, and external manager details and the external owner's agreement where applicable.
The municipality handles applications in order of arrival and sends an allocation or rejection decision. An allocation letter reserves municipal funds and explains how to apply to SVn; it does not guarantee lending. SVn assesses your finances, sets the final loan amount and issues an offer only after a positive assessment. Submit your cost claims to the municipality; you may choose your own supplier.
