Home Renovation Savings: attic insulation without an energy assessment
Ontario homeowners can receive 50% of eligible after-tax insulation costs, with separate caps for attics and cathedral ceilings or flat roofs. This standalone rebate requires a participating contractor, but no home energy assessment.

The Home Renovation Savings attic stream is jointly delivered by Enbridge Gas and the Independent Electricity System Operator (IESO). It supports insulation in the space between the roof and the top-storey ceiling. You can use this route for insulation alone; it is separate from the programme’s assessed-upgrade bundle.
The rebate covers 50% of purchase and installation costs after tax, up to the applicable limits below. R-values describe insulation’s resistance to heat flow; a higher value means greater resistance. The starting value is measured at the contractor’s in-home visit.
- Attic: up to CAD 1,250 for increasing R-12 or less to at least R-50; CAD 1,000 for above R-12 through R-25 to R-50; or CAD 800 for above R-25 through R-35 to R-50.
- Cathedral ceiling or flat roof: up to CAD 650 for increasing R-12 or less to at least R-20, or CAD 750 for increasing R-25 or less to at least R-28. These are alternative improvement levels, not two rebates for the same area.
The attic and cathedral/flat-roof caps apply separately where a home has both types. Each payment remains limited by the relevant insulation cost and starting/finishing R-values. The requirements include an example of CAD 700 for an attic plus CAD 650 for a cathedral ceiling.
Eligibility
You must be an Ontario resident and own the home. Owners may apply for rental properties and for more than one property, provided each qualifies; tenants cannot apply.
At completion, the home must primarily use a furnace or boiler fueled by Enbridge-supplied natural gas, or primarily use electricity, oil, propane or wood while connected to the IESO-controlled Ontario electricity grid. The gas route requires an active Enbridge account. Cornwall Electric customers cannot use the grid route, but can qualify if primarily heated by Enbridge natural gas.
Detached and semi-detached houses, row houses, non-stacked townhouses and mobile homes on permanent foundations can qualify. The detailed requirements require at least six months of occupancy before applying. Apartments, duplexes, triplexes and fully or partly stacked townhouses are excluded. A home originally built for one family and later given a secondary suite can qualify if it has central heating and the whole attic is upgraded; a home built as a multi-family dwelling cannot.
Insulate 100% of the entire roof assembly, including attic, cathedral-ceiling and flat-roof portions and any inaccessible areas. If insulation already exists, add new insulation in the same location, such as the attic floor rather than moving it to the ceiling. Only installation by a contractor on the programme’s participating list qualifies; do-it-yourself work does not. Participating contractors must offer at least a one-year labour warranty.
Previous participation in Home Efficiency Rebate (HER), Home Efficiency Rebate Plus (HER+) or the assessed-upgrade stream does not itself exclude you. However, if an attic upgrade has received or is expected to receive funding from Enbridge, IESO Save on Energy or the Ontario government, that attic cannot receive this rebate again, even for additional insulation. The same work cannot also receive incentives from those funders. Other permitted incentives must be disclosed to your contractor, and all rebates combined cannot exceed 50% of the measure’s after-tax cost. This stream’s file closes after its rebate is paid.

- Ontario residents and homes only. Complete installation by 30 November 2026; contractor must enter participant and installation documents by 31 December 2026.
Complete the official pre-registration form to receive the participating-contractor list. Arrange an in-home visit with a listed contractor and return the signed participant terms to the contractor or programme administrators. An upgrade completed before that visit is ineligible. The contractor helps select insulation, completes the application and installs it.
Finish installation by 30 November 2026. Your contractor must enter your information and installation documents in the administrators’ tracking system by 31 December 2026. Supply the insulation invoices and property-tax bill to the contractor or administrators, and retain copies of these and the signed terms. You remain responsible for eligibility and deadlines.
Payment follows the contractor’s submission of all required documentation. The rebate depends on available funding and the rules and amounts in force when installation is completed; signing or applying does not guarantee an award. Funding can be fully allocated, changed or terminated before payment.
