Borrow €2,500–€35,000 for insulation and other approved energy improvements to a home in Overbetuwe, as an owner-occupier or small private landlord.
Tämän rahoitusmahdollisuuden kuvaus on toistaiseksi englanniksi.
The personal-loan route within Toekomstbestendig Wonen Lening can pay for approved improvements such as roof, wall and floor insulation or HR++ glazing. You must include at least one energy measure. This entry covers the unsecured personal loan.
You can borrow €2,500–€35,000. The €35,000 limit includes previous applications by the same applicant for the same home under this scheme. The maximum term is 10 years up to €15,000, or 15 years from €15,001. The published municipal rate is 2.6%, with 2025 as the reference date; rates for new loans may change. Your agreed rate stays fixed for the loan term. Monthly payments cover interest and repayment of the borrowed amount; the principal falls as you repay it, and repaid money cannot be borrowed again through the same loan.
There is no mortgage security or setup fee. You pay any financial adviser yourself. SVn lends without giving you personal financial advice and assesses whether your income and circumstances can support the extra monthly payments.
SVn puts the money in a construction account, rather than paying the whole amount into your bank account. Submit invoices using its claim forms: SVn pays the contractor, or reimburses an invoice you have already paid after checking proof of payment. If an invoice exceeds the remaining account balance, you pay the difference yourself. You cannot deposit your own money in this account. The account normally lasts 12 months; you can request one extension of up to 12 months. It closes when fully used, when the works are complete, or after at most 24 months. SVn may also close it after six months without transactions. Any remaining balance at closure repays the loan. Credit interest on the account balance is available for at most 12 months at the rate in your loan documents and is offset against your periodic payment.
You can repay early without an extra repayment charge, with a minimum extra repayment of €250. SVn adjusts your monthly payment after a partial early repayment; if it would fall below €35, SVn may shorten the term instead. Each joint borrower is responsible for the full debt. You still owe the loan if a contractor fails to deliver. Payments cover any outstanding costs and charges first, then interest, then principal.
Late payment attracts statutory interest and may bring administration or collection costs. SVn can demand immediate repayment in specified cases: arrears lasting at least two months that remain unpaid after a formal notice; leaving your permanent residence in the Netherlands, or reasonably expected departure within a few months; death where SVn has grounds to expect obligations will not be met; bankruptcy or a statutory debt-restructuring order; or deliberately providing material false information, including not using the money for the agreed measures.
Eligibility
- You must be an owner-occupier who lives or intends to live in the home as your main residence, or a small private landlord. The rules define a small private landlord as a private individual owning at most three rental homes / at most three properties held under Dutch box 3 taxation.
- The home must be in Overbetuwe, have direct access from street level and at least one storey meeting ground level. Apartments belonging to an owners’ association (VvE) are excluded from this route.
- Joint owners must apply together. At least one applicant must be younger than 76 when applying to SVn.
- The usual energy-label requirement is C, D, E, F or G. The municipality checks the registered label; if data are missing, it decides whether the scheme applies. Homes with recently substantially improved energy performance may be excluded even with a qualifying label. Exceptional cases, such as a B-labelled home needing accessibility improvements or foundation work, require a municipal decision in consultation with Gelderland province and, where applicable, SVn; at least one energy measure still has to be included.
- Measures must avoid worsening electricity-grid congestion. Measures causing a disproportionate grid burden without suitable solutions do not meet the rules. An exception requires prior consultation with the province and/or SVn and either consultation with the regional grid operator or a demonstrable fit with municipal heating plans.
- Work must not have started or been completed. The municipality rejects costs below €2,500, costs it considers unreasonable for the result, borrowing above the cumulative €35,000 cap, or an application that fails the scheme rules. Funding also depends on sufficient budget and SVn’s independent credit assessment.
How to apply

- Municipal applications are processed in order of receipt while sufficient budget remains. Allocation is followed by independent SVn credit assessment.[^c12][^c14][^c15]
Start with Gemeente Overbetuwe’s online loan application. Describe the measures, provide a cost breakdown such as quotations, and give a schedule for the work. Applications are processed in order of receipt while budget remains. If requested information is missing, you have four weeks to complete the file. The municipality decides within eight weeks of receiving a complete application; a delay does not mean approval.
A municipal allocation reserves budget and lets you apply to SVn; it does not guarantee a loan. SVn independently checks your ability to repay and, if approved, makes an offer setting the definitive amount and terms. Accept the offer and obtain loan approval before starting the work. The municipality withdraws an allocation if it was based on incorrect information or the loan does not go ahead.
