Climate-resilient measures grant

Municipality of HarlingenAlankomaatenintään 2 t. EURhaku päättyy 31.12.2026

Owners and tenants in Harlingen can receive a grant for completed garden, roof and rainwater measures that reduce flooding, drought and heat.

Tämän rahoitusmahdollisuuden kuvaus on toistaiseksi englanniksi.

The grant covers five measures, with a combined maximum of €2,000 per address per year:

  • Replace paving that drains rainwater to the sewer with planting or permeable paving that lets water soak into the ground: €10 per m².
  • Disconnect roof or paved surfaces from the foul-water sewer: €5 per m². Rainwater must instead drain directly or indirectly to groundwater.
  • Install above-ground or underground rainwater storage of at least 3,000 litres: 50% of materials and professional installation costs, excluding your own labour.
  • Buy and install a green roof, mainly living plants with a water-storage function: €25 per m².
  • Create a garden rainwater basin (wadi), a depression temporarily storing runoff from roofs and paving: 50% of professional installation costs. Your own labour is excluded.

Rain barrels are excluded from the 2026 grant.

Eligibility

  • Individuals and legal entities must own or rent the building or plot in the municipality of Harlingen. Tenants need the owner’s written permission.
  • The measures must have been carried out under the current regulation, in force from 1 January 2026. Submit after completion, in the same calendar year and within six months of the work. Purchase receipts must also be no more than six months old when you apply.
  • A green roof must be structurally suitable for its extra weight. Structural roof alterations need an environmental permit, and a green roof on a listed monument always needs one. Check the local design rules: some areas permit only roof tiles on pitched roofs.
  • Keep the funded measures in place for at least five years, and design, install and maintain them properly.
  • The municipality may refuse support if the work does not sufficiently benefit Harlingen or its residents, the need for funding is not demonstrated, the money will not serve its stated purpose, or legal, scheme or municipal-policy requirements are not met.
  • Business applicants must meet applicable EU state-aid requirements. Support is excluded where incompatible with EU rules or where a European Commission order to repay earlier unlawful aid is still outstanding. If the applicable aid framework excludes a “business in difficulty”, this refers to a business almost certain to cease operating in the short or medium term without government intervention. If it requires an “incentive effect”, the support must enable work the applicant would otherwise not carry out without it. The municipality applies the relevant framework’s conditions.

Hakukierroksen ehdot
  • Apply after completion, in the same calendar year and within six months; purchase receipts must be no more than six months old. Funding depends on the remaining annual budget.

Apply using the municipality’s climate-resilient measures application form after completing the work. Include a project description, the relevant areas or storage capacity, before-and-after photographs, material receipts and the installation invoice. Tenants must attach written owner permission.

Include the project’s goals, a budget and financing plan, and details of other requested subsidies or reimbursements for the same work. Businesses must disclose public support received or expected and provide a de-minimis declaration recording the public aid relevant to that aid assessment. Legal entities applying for the first time must also provide their founding deed or statutes and the previous year’s annual report, accounts or balance sheet.

Complete applications are considered in order of receipt while the €15,000 annual budget remains. If you must supplement your application, its receipt date becomes the date the completed application arrives. A lottery ranks applications received on the same day if they would exceed the remaining budget. The award and final grant amount are decided together; the decision is sent within eight weeks.

Cooperate with municipal checks and provide records and information when requested. Report promptly in writing if you cannot fulfil the funded activities or obligations, and report relevant organisational, financial or statutory changes required by the general subsidy rules.
