Energy improvement loan for nonprofit buildings

Municipality of BronckhorstAlankomaat5–50 t. EUR

Borrow for solar panels or LED lighting at an eligible nonprofit building or sports complex in Bronckhorst.

Tämän rahoitusmahdollisuuden kuvaus on toistaiseksi englanniksi.

This entry covers solar panels and LED lighting under the municipal Stimuleringslening for nonprofit organisations. SVn lends the money and manages repayment, after the municipality approves the project and SVn accepts your credit application.

You can borrow €5,000–€50,000 including VAT for costs the municipality accepts, for up to 15 years. Eligible costs include materials, contractors' labour, loan-related costs and building or energy advice. Other support received or expected towards these costs is deducted. Your total investment may exceed the loan maximum; repeat applications are allowed only within the maximum borrowing amount.

The interest rate is fixed for the entire loan. It equals SVn's published Duurzaamheidslening rate at allocation, with a minimum of 1.6%. The closing fee is 1% of the loan amount, with a minimum charge of €1,500. The loan documentation sets your repayment method; the debt must be fully repaid by the end of the term. Interest is calculated on the outstanding debt, while principal repayments reduce that debt.

Funds are paid through an SVn building depot, an account used to pay approved project invoices. Contractors' invoices and purchased materials can be paid, but your own labour cannot. The depot normally runs for 12 months and can be extended once to a total of 24 months; the municipal requirement to finish the work within one year needs its own extension from the municipality. Unused depot money reduces the loan when the depot closes. SVn may close a depot after six months without transactions. You cannot deposit your own money in it and must pay any invoice shortfall yourself.

You may repay early without a penalty, in amounts of at least €250. If you sell the building, the remaining debt must be repaid in full at once. SVn’s business terms require you to pledge movable assets needed for your activities as security for repayment. Pledged assets cannot be sold or used as security for another creditor without SVn’s written consent. SVn can also require additional security; related security costs are payable by you. Late payment can bring statutory interest and administration or collection charges. Insolvency or breaches of the lending obligations can make the outstanding debt payable early. The municipality can withdraw an award for noncompliance or incorrect information and recover all or part of the interest benefit.

Eligibility

  • Your association, foundation or other nonprofit organisation must be established in Bronckhorst, own or have a right to use the building, and mainly pursue sporting, educational, social-cultural, philosophical or religious activities. School boards established in Bronckhorst that own or use a school building also qualify.
  • The project must concern an existing building in Bronckhorst used for a social purpose, or a sports complex used by a nonprofit organisation. Buildings belonging to the public or semi-public sector, such as housing corporations or care institutions, are excluded.
  • Apply before carrying out the measures. The accepted actual costs must be at least €5,000 including VAT and reasonably proportionate to the result. A building expected to be demolished within ten years is excluded. The work must demonstrably reduce energy demand or CO₂ emissions, or increase renewable energy in the building's energy supply.
  • If you rent the premises, the owner must agree to the investment and undertake to repay the loan if you leave before it is fully repaid. SVn must find you creditworthy; a municipal allocation alone does not guarantee a loan.
  • Finish the work within one year after the loan is provided, unless the municipality grants an extension. The municipality may attach further conditions to its award.

How to apply

Hakukierroksen ehdot
  • Applications are handled in order of receipt, subject to the municipal budget.[^c10][^c12]

Apply through Energieloket Achterhoek's loan portal before carrying out the measures. The municipality identifies Energieloket Achterhoek as its administrator, and the current nonprofit loan page provides a “Lening aanvragen” link. Applications are handled in order of receipt, subject to the municipal budget.

Provide a description of the measures, quotes supporting the costs and a work schedule. Include owner consent and the owner's repayment undertaking where applicable, and a permit and structural engineer's declaration if necessary. Associations need approved members' meeting minutes, no more than six months old at application, authorising the investment and loan. Associations and foundations need a recent certified Chamber of Commerce extract showing the applicant's authority to act.

The municipality decides within eight weeks of receiving a complete application. If information is missing, you have four weeks to complete it; otherwise the application is not processed. Within eight weeks after notification of a positive allocation, submit SVn's credit-assessment request using its form. A negative credit assessment cancels the allocation. SVn provides the loan only after a positive assessment, acceptance of its offer and signature of the private loan deed. Project invoices must then be approved by the municipality or an authorised official for payment through the depot.
