Local home-insulation grant
Owner-occupiers in Kapelle can receive up to €1,850 towards eligible costs of contractor-installed floor insulation in a poorly insulated home.
Tämän rahoitusmahdollisuuden kuvaus on toistaiseksi englanniksi.
This page covers one route under the local home-insulation grant: ordinary, non-biobased floor insulation fitted by a building company, without injecting or blowing in the material. The grant pays towards one contractor-installed measure, with a one-time ordinary ceiling of €1,850 per dwelling. The final award is based on actual eligible costs and cannot exceed the invoice. Labour, finishing materials, your own time, permits, exemptions, quotations and application costs are excluded, so the whole contractor invoice is not automatically reimbursed.
The new material must have an RVO meldcode, the product code identifying an approved insulation material. It must have an Rd value of at least 3.5 m²K/W: this is the material's resistance to heat escaping, and existing insulation cannot be added to reach the minimum. Insulate at least 20 m² of an existing floor, on its upper or lower side; the incorporated floor conditions support up to 130 m². For a very small dwelling whose entire relevant component is below the minimum area, the municipality may allow an exception.
Eligibility
- You must own a previously occupied dwelling in the municipality of Kapelle and live there as your main home, or move in directly after renovation. The dwelling must be registered for residential use in the Dutch building and address register (BAG). You must be registered at the address before payment. An apartment owner can qualify, and an owners' association can apply on the owner's behalf.
- The home's final energy label must be D, E, F or G, or at least two grouped building components must be poorly insulated. The four groups are floor/ground, façade including cavity walls, roof/attic/loft floor, and windows/frame panels/doors. Two parts of the same group do not count as two components; a sufficiently insulated alternative within a group can make the group adequately insulated.
- For the two-component test, the municipal thresholds are: roof insulation below 9 cm or existing-construction thermal resistance (Rc) at most 2.0; attic/loft floor Rc at most 0.5 where that insulation is absent; façade Rc at most 1.1 where cavity, internal lining or external insulation is absent; floor/ground with no or poor insulation, below 5 cm or Rc at most 1.3; and single, old double or HR glass with a Ug value of at least 1.6. Rc measures how well the construction resists heat loss, while Ug measures heat passing through glass. An apartment can also qualify through the building-level test where the owners' association's building contains at least one owner-occupied dwelling: at least two building components must be poorly insulated and the owner's apartment must physically adjoin at least one component receiving the work.
- The WOZ value, the officially assessed property value, must be no more than €500,000 at the 1 January 2022 reference date. If a higher value was subsequently reduced to €500,000 or less, you can request use of that lower value.
- The same address must not already have received this grant or an award under the named earlier Kapelle private-home insulation or 2024 local-insulation schemes. Funding must remain within the available budget.
- Use a company registered in the construction sector in an EU or EEA trade register. The insulation must protect wildlife in accordance with the municipal nature-friendly insulation rules; provide a nature-friendly insulation certificate or ecological report when those rules require it. UF foam is excluded unless bought before 1 April 2026.
- New extensions, new storeys or dormers, demolished and rebuilt parts, garages and detached outbuildings are excluded.

- New eligible applicants can start through ZIP. Awards are first come, first served while funds remain. The current rules apply from 1 October 2026 through 31 December 2028.
- This page covers ordinary contractor floor insulation without injected or blown material or a biobased supplement.
- Apply and request final determination within 12 months of the invoice date. Also follow the separate registration and award-accountability periods.
Register through the Zeeuws Isolatieprogramma (ZIP) online application form. ZIP checks whether your home qualifies. For help with the application route, contact isolatie@reszeeland.nl or 088-404 2500.
Submit your energy label or description of the poorly insulated components, WOZ value and an addressed contractor quotation showing the floor area, material meldcode, work address and separately identifiable eligible costs. Required documents must be legible and in Dutch. Wait for the provisional award before the company starts work. The municipality normally decides within eight weeks once the initial application is complete.
After the work, submit all invoices and corresponding bank-payment evidence, the completion date and photos of the work. The final determination request must be filed within 12 months of the invoice date; otherwise the municipality may set the award at zero. The initial application also has a 12-month invoice-date limit. Separately, ZIP allows at most 12 months from registration for the quotation-through-payment steps, and the award decision sets a 12-month period for accounting for the completed insulation.
ZIP checks the completed work and paid costs, then issues the final award and pays the grant into your account in approximately eight weeks. The municipality can inspect the work and add obligations to the award. It may reduce the final grant if work is incomplete, obligations are unmet, information was incorrect or incomplete and affected the award, or the original award was wrong and you knew or should have known this.
