Homeowner grants for insulation and clean heating
ISDE reimburses owner-occupiers after professional installation of insulation, a heat pump, solar water heating or an eligible heat-network connection. Ventilation and electric cooking have additional conditions. Apply within the relevant 24-month deadline.

The Investeringssubsidie duurzame energie en energiebesparing (ISDE) homeowner route is a grant towards completed home improvements. You pay for the work first and then claim the measure-specific contribution. Amounts depend on the product, insulated area, installation date and combination of measures; there is no single rate covering all these improvements.
For ordinary-home insulation installed from 2025, the base grant and area limits are:
| Measure | Base grant/m² | Minimum area | Maximum funded area | New insulation resistance |
|---|---|---|---|---|
| Cavity wall | €5.25 | 10 m² | 170 m² | Rd≥1.1 |
| Façade | €20.25 | 10 m² | 170 m² | Rd≥3.5 |
| Roof | €16.25 | 20 m² roof/attic total | 200 m² | Rd≥3.5 |
| Attic floor | €4 | Same combined 20 m² minimum | 130 m² | Rd≥3.5 |
| Floor | €5.50 | 20 m² floor/ground total | 130 m² | Rd≥3.5 |
| Ground | €3 | Same combined 20 m² minimum | 130 m² | Rd/Rbf≥3.5 |
Each paired minimum can be met by one or both of the named types. Rd/Rbf describe resistance to heat loss: higher is better. Existing insulation cannot be added to the new material’s value. Where paired roof/attic or floor/ground measures are used in different, non-overlapping spaces, claim them together; where they lie directly above one another, only one receives subsidy. Attics must have no heating provision, even unused. On-site sprayed PIR/PUR floor or ground insulation must use HFC-free blowing agents.
For glazing installed from 2025, the combined area must be at least 3 m², with subsidy capped at 45 m², measured from inside including frames. HR++ glass with U≤1.2 receives €25/m². Triple or vacuum glass with U≤0.7 receives €111/m² with new frames, or the lower €25/m² without them. In 2026 the new frames no longer need to meet the former Uf≤1.5 criterion. U measures heat passing through a component: lower is better. Linked replacement doors receive €25/m² at 1.0<Ud≤1.5 or €111/m² at Ud≤1.0; panels receive €10/m² at 0.7<U≤1.2 or €45/m² at U≤0.7, with new frames for the higher panel rate. Doors/panels must accompany qualifying glass, including on a second application; higher-quality doors/panels need the contractor’s declaration. For ordinary homes, each panel’s U-value must be no higher than that of the glass it accompanies: the panel must insulate at least as well. Heritage-home panels instead follow the separate statutory limits described below.
Base insulation grants double when you complete more than one insulation measure, or combine insulation with a heat pump, solar water heater or heat-network connection, within 24 months of the preceding measure. Ventilation alone does not trigger doubling. Listed biobased materials installed from 1 January 2024 receive an extra €1.50/m² for cavity walls, €6 for façades, €5 for roofs, €1.50 for attic floors, €2 for floors or €1 for ground insulation. These bonuses never double.
Heat-pump and solar-water-heater grants depend on the model in RVO’s product-code lists. A first air-to-water heat pump bought/ordered in 2024 and installed in 2025 or 2026 can retain 2024 rates with purchase/order evidence. Second or later air-to-water pumps installed in 2026 receive a lower amount even if the first pump was subsidised earlier; second pumps installed in 2024/2025 retain the earlier rates when claimed in 2026.
Eligible ventilation receives €400 once. A qualifying heat-network connection receives €3,775. Electric cooking receives €400 for the new appliance, additional electrical circuit and kitchen wiring, but cannot be claimed alongside or after an ISDE heat-network application because that connection grant already includes cooking support.
Eligibility
You must be a natural person who owns the home or holds rights in the existing apartment, and be registered in the municipality where it is located. The home or apartment must be your principal residence (your main home), or become your principal residence immediately after renovation, including the work funded by this grant. Rented homes use the separate landlord route; a second home that you do not rent out uses business ISDE, which requires application before commitment. This homeowner route does not cover new-build homes. For insulation, ventilation, heat pumps and solar water heaters, the home must have been built before 1 January 2019 or its building permit applied for before 1 July 2018.
A construction/installation business must perform all work, including preparation, finishing and commissioning. You may buy materials yourself, but cannot install part of the measure and have a firm merely finish or inspect it. Insulation covers the existing thermal envelope—the components separating heated rooms from outside, the ground or unheated space. New extensions, added floors, new dormers, newly incorporated garages, demolished/rebuilt parts, garages and detached outbuildings are excluded. An existing heated extension can qualify when already part of the home and its thermal envelope. Replacing glazing covers existing openings, not extra glass in a newly opened wall.
Insulation and ventilation are excluded for homes in Groningen province and Aa en Hunze, Noordenveld and Tynaarlo. These use SNN Maatregel 29; other ISDE measures can still qualify. UF foam installed on or after 1 April 2026 is excluded, but earlier installation can qualify, as can later installation ordered or invested in before 1 April 2026 with evidence and code KA90010.
Ventilation must be new, installed from 1 January 2026 and combined with insulation. Claim within 24 months of both the ventilation installation and the insulation installation. Qualifying systems are central CO₂-controlled extraction with capacity greater than 125 m³/hour and at least two CO₂ sensors; central balanced ventilation with at least 85% heat recovery and 125 m³/hour capacity; or decentralised balanced ventilation using a recuperative heat exchanger with at least 80% recovery and 80 m³/hour capacity. Ordinary switches or humidity/temperature sensors do not replace the CO₂ sensors for the extraction route.
Heat pumps must be new and heat rooms or tap water; air-to-air pumps and heat-pump dryers are excluded. From 2026, split air-to-water pumps with refrigerant fill below 3 kg AND global-warming potential above 750 are excluded. Solar water heaters must be new and meet their product requirements.
For a heat-network connection, the supplier first connects outside the home; heating and hot water then come from the network, the home becomes gas-free, the meter is removed or scheduled for removal, and electric-cooking provisions are present. No earlier ISDE connection grant is allowed. Members of a homeowners’ association (VvE) with collective heating are excluded from this connection grant. Electric-cooking support additionally requires an existing heat-network connection, no earlier ISDE connection application or award, and no VvE membership at all. Provide gas-meter removal evidence from 2 April 2022 onward, or confirmation of planned removal.
Homes in a national, provincial or municipal heritage register have adapted insulation rules. Façade, roof and attic-floor insulation need Rd≥2.5; cavity walls and floors/ground retain the ordinary thresholds. In 2026 qualifying heritage glazing can have U≤5.8, including secondary glazing, with at least 3 m² combined area and subsidy capped at 45 m². Linked panels can have U≤3.0 and doors Ud≤2.0. Rates vary by quality: heritage glass above U 2.0 up to 5.8 receives €25/m²; glass above 0.7 up to 2.0 receives €46/m²; U≤0.7 with the qualifying new-frame arrangement receives €111/m². The dedicated heritage page gives the panel/door bands and earlier-year conditions.
Municipal and provincial grants may be combined with ISDE, but you cannot receive more than one central-government subsidy for the same measure.

The homeowner route is currently open. Check the applicable measure page and product code before purchase, have the work professionally completed, then submit online through RVO with the DigiD app or DigiD with SMS verification. A missing product-list entry does not automatically exclude a product: provide its description and technical documentation for assessment.
Normally apply within 24 months after installation or completion; for electric cooking the clock starts at purchase. Each non-glass insulation type can be subsidised once. If repeating the same type in separate rooms, combine the work in one timely application. Glass can be claimed twice, with the second application within 24 months after the first glass installation.
Keep the invoice, proof of payment, purchase/installation dates, product code and technical details, installer contact information and area/insulation values. Take photos during insulation work showing the home and work. Heat-network/cooking applications need the heat-supply agreement or connection confirmation and gas-meter removal/scheduling evidence. Ventilation invoices must evidence the required CO₂ sensors where applicable.
RVO aims to respond or decide within eight weeks and notifies you if more time is needed. A representative can apply with your signed authorisation; retain the form rather than uploading it unless requested. The official page links all measure conditions, product lists and the grant calculator.
