Energy efficiency rebates
Rebates for North West REC members installing heat pumps, all-electric-building insulation or Level 2 vehicle chargers on the cooperative’s Iowa electricity system.

For geothermal heat pumps, the rebate is $1,400 per ton of capacity for a new installation (called “new load” on the rebate sheet), or $750 per ton when replacing a unit. Both residential and commercial, industrial or agricultural projects are limited to 30% of cost. The dollar ceiling is $10,000 for residential projects and $50,000 for commercial, industrial or agricultural projects.
Air-source heat pumps receive $700 per ton with electric backup heat, or $500 per ton with no backup heat or propane/gas backup. These rates apply to new and replacement units. The rebate is limited to 30% of cost, with the same $10,000 residential and $50,000 commercial, industrial or agricultural ceilings.
Ductless mini-split heating/cooling and packaged terminal air-conditioner (P-Tac) units receive $700 per ton with electric backup heat, or $500 per ton with no backup or propane/gas backup. New and replacement units use the same rates. These rebates are limited to 15% of cost and $5,000 for residential projects or $10,000 for commercial, industrial or agricultural projects. For the mini-split calculation, the invoice can include equipment and installation; if you install it yourself, only the equipment cost counts.
Professionally installed insulation receives 20% of installed cost, up to $800 per residential building within a 12-month period, or 10%, up to $2,000 per commercial, industrial or agricultural building within a 12-month period.
A new Level 2 electric-vehicle charger receives up to $1,000 toward charger and installation costs. The hybrid-vehicle charger ceiling is $750. Neither rebate can exceed the invoice amount, and only one rebate is allowed per electric vehicle.
Eligibility
You must be a North West REC member, and new equipment must be installed on its electricity system. Heat-pump rebates cover residential and commercial, industrial or agricultural projects.
- Residential mini-split/P-Tac rebates are limited to two units per single-family dwelling or outbuilding. For commercial, industrial or agricultural projects, there is a limit of one rebate per leasable hotel room.
- Insulation is for new or existing buildings with entirely electric heating, including electric backup; buildings with any propane or gas heat do not qualify. It must be professionally installed. Eligible materials include blown-in insulation, spray foam, AeroSheild, insulating concrete forms, rigid Styrofoam panels and structural insulated panels.
- Vehicle chargers must be new Level 2 units operating at 208–240 volts, hardwired and installed to local code. They cannot feed electricity back into the system. A submeter and load-control switch are required. Call the office so a member-service employee can discuss the required extra meter and switch setup.
North West REC inspects heat-pump installations before payment to verify that the equipment is installed and operating.

Submit copies of your heat-pump equipment invoice to North West REC; no separate heat-pump rebate form is needed. For insulation, complete the dedicated insulation rebate form and include your invoice or receipt.
For a vehicle charger, call 1-800-766-2099 to discuss the required meter and switch setup. Use the vehicle-charger rebate form available on the rebate page and provide the make, model, serial number and specifications, together with invoices showing charger and installation costs.
