Insulation helps reduce heating and cooling costs. This rebate supports attic, exterior-wall and basement insulation, or underbelly insulation beneath a mobile home that is not on a foundation, and eligible air sealing.

For each attic, wall or basement zone, insulating 250–499 square feet pays $1,000 at the standard rate, $1,500 for moderate-income households or $2,000 for low-income households. For at least 500 square feet, the corresponding amounts are $2,000, $3,000 and $4,000. Mobile-home underbelly insulation of at least 500 square feet pays $3,000, $4,000 or $5,000 respectively.

Air-sealing rebates vary by the area treated and income tier:

Work completed Standard Moderate income Low income
All accessible attic leaks sealed $150 $225 $300
All accessible basement or mobile-home underbelly leaks sealed $100 $150 $200
Living-space air sealing, including drafts around doors and windows $50 $75 $100

The attic zone combines all attics and cathedral ceilings. The wall zone combines exterior framed walls. The basement zone covers floors separating heated space from unheated space or outside air, and concrete foundation walls; it includes the floor of a mobile home on a foundation.

Each building or condominium can receive one insulation rebate and one air-sealing rebate per zone over its lifetime, up to $8,600 in total; mobile homes have a $5,600 limit. Previous insulation and air-sealing rebates reduce the remaining balance. Each rebate cannot exceed the cost of its work. A mobile home can receive a basement or an underbelly rebate, but not both. The wall zone excludes mobile-home walls.

Eligibility

  • The property must be an existing Maine single-family house, duplex, condominium, mobile home, or mixed-use building with one or two housing units and no commercial electrical meters. The insulated space must be heated throughout the heating season. Work forming part of a new home or addition is excluded.
  • An Efficiency Maine Residential Registered Vendor must complete the upgrade and the Weatherization Requirements Checklist. Newly installed batt insulation and mobile-home skirting insulation do not qualify.
  • Enhanced rebates require an owner-occupied principal residence and verified income eligibility. For the low-income tier, at least one homeowner or household member must participate in HEAP heating assistance, SNAP food assistance, TANF cash assistance or income-based MaineCare medical coverage. Standard rebates are available to homeowners of any income and do not require the home to be their principal residence.
  • Moderate-income eligibility uses federal Adjusted Gross Income: up to $70,000 for single or head-of-household filers, or $100,000 for married joint filers, married separate filers (both returns required), or qualifying surviving spouses. Income verification remains valid for one year after notification.
  • The checklist sets maximum effective pre-upgrade R-values, the measure used to assess existing insulation: 21 for attics, 5 for walls and basements, and 11 for mobile-home underbellies. Areas above these limits must be excluded from the rebate calculation. The vendor must use the listed insulation methods and thicknesses; for example, open-attic blown-in insulation must reach at least R-49, while qualifying wall insulation includes filling cavities with dense-pack insulation or open-cell spray foam.
  • The vendor must complete the applicable health and safety checks and normally carry out blower-door tests before and after the work to measure air leakage. Testing may be omitted for a health and safety risk, a wood or pellet stove in operation, or in-progress repairs preventing an accurate test.

Hakukierroksen ehdot
  • Claim within six months of project completion. The current form applies to upgrades completed on or after 1 October 2026. Incentives may change or terminate.

If seeking an enhanced rebate, first verify your eligibility through Efficiency Maine's income-verification form. Then hire a Residential Registered Vendor, complete the upgrade and submit the signed rebate claim form with the completed Weatherization Requirements Checklist. Both you and the vendor sign the claim, including a commitment to help Efficiency Maine conduct an inspection. A business receiving the rebate for a business-owned home must also attach a W-9 as a one-time requirement.

For work completed on or after 1 October 2026, use the current claim form. Email it to hesp@efficiencymaine.com or mail it to PO Box 219, Brunswick, ME 04011–0219. It must be emailed or postmarked within six months of project completion. Allow six weeks for processing. Low-income rebates are sent to the vendor; the form otherwise allows the homeowner or vendor to receive payment. Only one rebate is paid for a given upgrade, and incentives may change or end.
