Funding for insulation and eligible home-energy upgrades for low- and moderate-income New York homeowners and renters.

EmPower+ helps pay for insulation, air sealing, heat pumps, heat-pump water heaters and related electrical upgrades to your primary home. A participating contractor assesses the home and recommends improvements. Insulation, air sealing and necessary health-and-safety work take priority; heating and cooling upgrades can follow once air sealing and insulation are complete.
The programme provides a no-cost assessment, some no-cost improvements during that visit and funding for approved work. Programme assistance does not have to be repaid. You may still have to pay a contribution or costs above the approved funding.
For single-family homes, including rentals, the base project limits are:

Downstate means Bronx, Dutchess, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Ulster and Westchester counties; other New York counties are upstate.
For two- to four-family rental properties, the base caps increase with additional income-eligible units:

Additional Sustainable Futures Program funding sits outside these base caps. Its maximum incentives are $5,000 for a heat-pump water heater, $10,000 for an air-source heat pump, $10,000 for a ground-source heat pump, $5,000 for an electrical panel and $2,500 for wiring. These are separate improvement limits, not an automatic combined award.
The Home Electrification Appliance Rebate supplement can add up to $1,600 for air sealing, insulation and ventilation. Eligibility depends on the combination of improvements proposed by your contractor. The contractor determines eligible work and incentives before the project starts.
Eligibility
You must be an income-eligible owner or renter in a one- to four-family home in New York. The work must be at your primary residence.
- Use the 2026 income guidelines to find the income limit for your county and household size. Participation in a utility payment assistance programme is an alternative eligibility route. For rental units, the low-income limit is 60% of the state or local median-income benchmark, and the moderate-income limit is 80%. Use whichever benchmark is higher; income at the applicable limit is included.
- For two- to four-family properties, the whole building is income-eligible if at least half the units qualify at either income level. Rental properties need the building owner's approval for core improvements. An assessment and limited improvements during that visit can be provided without that consent.
- Building owners must contribute to moderate-income projects, work above funding caps and certain improvements such as heating replacements.
- Heat-pump approval depends on existing heating fuel and insulation. For homes heated with natural gas, access to heat pumps is limited to pilot projects in certain utility regions, including the Energy Affordability Guarantee programme.
- Projects must meet the programme's cost-effectiveness rules: lifetime energy-cost savings must exceed installation costs. Necessary health-and-safety measures can be included within a qualifying project.
- Significant roof work, whole-house window or door replacement and extensive repairs are generally excluded. Limited replacement of damaged windows is possible within a whole-house project that meets the cost-effectiveness rules.
You cannot participate in EmPower+ and the Appliance Upgrade Program at the same time. Work through the first programme must be completed before the other project proceeds. Sequential participation is allowed; NYSERDA determines the incentives your household remains eligible for. The Home Electrification Appliance Rebate supplement described above counts toward a shared $14,000 household limit on that rebate funding across EmPower+ and the Appliance Upgrade Program. This limit applies to the rebate funding, not to the separate base EmPower+ or Sustainable Futures Program support.

Apply through the MyEnergy Portal or use the postal application linked from the official application page. Provide income evidence, an itemized electricity bill and, if applicable, a gas or delivered-heating-fuel bill. You can use a complete benefit award letter from the past 12 months for HEAP, SNAP (food stamps), TANF (Temporary Assistance for Needy Families) or Supplemental Security Income instead of further income documents. Otherwise, follow the application page’s options for documenting household income.
Choose a participating programme contractor in your application or have one assigned. After application approval, the contractor assesses your home and submits recommended work for programme review. Once the project is approved, the contractor explains the approved incentives and any out-of-pocket costs before arranging the work. Completed work cannot be funded retrospectively.
