Outdoor and large indoor LED conversion grant
A closed grant for businesses and organizations replacing existing outdoor lighting or indoor systems of at least 20 kW with energy-efficient LEDs.
Cette fiche est actuellement disponible en anglais.
This programme supported conversion of existing street and outdoor lighting, small outdoor sports floodlight projects, and indoor lighting whose installed new LED luminaires have a connected load of at least 20 kW. Eligible costs include LED luminaires, control electronics, lighting design and installation.
The May 2025 rules calculated the one-off, non-repayable grant at €50 per converted street/outdoor light point, €250 per outdoor sports light point, or €400 per kW of the new indoor LED system. For sports grounds, one light point per mast is normally recognized. The result is limited to 15% of eligible environmental investment costs, the investment subsidy declared as needed in the application, and €4.5 million per project; it is not 15% of every project expense.
Control bonuses were €20 per street/outdoor light point for traffic-based night dimming or sensor control, €50 per sports light point for use-specific control such as presence, training or competition modes, and €100 per indoor kW for movement-activated or daylight-dependent control. These bonuses remain within the funding limits. Austrian state grants may be combined with this support; KPC also assesses possible European Regional Development Fund cofinancing with the application.
Eligibility
The programme covered Austrian domestic environmental investments by businesses, other economically active organizations, associations and religious institutions.
- Street and outdoor projects had to convert at least 20 existing light points. Each LED luminaire needed at least 120 lumens per watt, measuring light output against electricity use.
- Outdoor sports floodlights required at least four existing light points and at least a 30% reduction in electrical power while maintaining an equivalent lighting level. This route covered investment costs strictly below €10,000. The information sheet directs lighting investments above €10,000 by sports facilities, cultural organizations and rescue organizations to their dedicated programmes.
- Indoor projects required at least 20 kW of connected load in the installed new LED luminaires, at least 120 lumens per watt and a colour-rendering index (CRI) of at least 80. The lifetime requirement was at least 50,000 hours at L80 B50, the specified light-output retention and reliability rating.
- Street/outdoor and sports luminaires needed replaceable modules and a spare-parts guarantee of at least ten years. Projects required lighting design complying with the relevant standards and an ENEC test report for the LED luminaires, documenting the required product testing. Outdoor projects also had to observe ÖNORM O 1052 on light pollution.
- Routine equipment replacement, new lighting installations, masts, foundations, cable replacement, plug-in solutions, uncertified light sources, distribution-board renovation, advertising lighting and indirect lighting were excluded.
- For leasing, hire purchase, contracting or similar finance, ownership of the funded installation had to pass to the grant recipient by the last instalment.

- The programme has ended; applications submitted by closure continue under their applicable terms.[^c1]
New applications are closed. KPC continues processing applications submitted by the programme's closure under their applicable funding terms.
The historical route was an online application directly to KPC before the first binding order, delivery, construction start or other irreversible investment commitment, whichever came first. Planning services were excepted from this timing rule. Applications required the luminaire schedule and confirmation of quality and efficiency signed by the applicant and a certified lighting designer; investments above €500,000 also required a bank report. Project changes had to be reported promptly in writing before approval.
For an existing application, return the signed acceptance declaration through KPC's online platform to make the grant contract effective. Complete the project by the date in that contract and submit the final accounting, including invoices and payment records, within six months after that date. Contract-specific technical and continuing obligations apply.
At final accounting, provide at least one comparison quote for each main component and cost item. Related-company suppliers may require three comparison quotes from independent suppliers, giving four prices in total. Applicants covered by Austrian public procurement law must comply and supply evidence if KPC requests it.
