InvestEU Climate and Infrastructure Funds

The European Investment Fund invests in a qualifying fund or investment vehicle alongside other investors in the same risk class. The fund then invests through equity or similar risk-bearing finance, including subordinated debt and mezzanine finance, in eligible infrastructure projects or businesses.
Climate-related strategies can cover renewable energy, storage and energy efficiency; low-carbon industry; cleaner transport; circular-economy and natural-capital infrastructure; energy-efficient buildings; and adaptation measures such as flood protection, water resilience and preparing infrastructure for extreme temperatures.
Eligibility
- You must apply for an investment fund, fund-of-funds, managed account, other contractual investment arrangement or special-purpose vehicle. The vehicle may already exist or be in formation, and its objectives must address at least one of the product's thematic or horizontal priorities.
- The financial intermediary must be domiciled in an EU Member State, an EU-linked overseas country or territory, or another country participating in InvestEU. A vehicle investing under the social-infrastructure strategy has the narrower requirement of being domiciled in an EU Member State or an EU-linked overseas country or territory.
- Eligible projects must be located, or eligible businesses established and operating, in those programme territories. The same narrower territorial rule applies to final recipients under the social-infrastructure strategy.
- An independent management team is normally required. As a general rule, at least 30% of commitments must come from qualifying third-party investors or from the EIF or EIB investing at their own risk; qualifying third parties must account for at least 15%. The EIF may reduce the third-party minimum in some circumstances.
- The EIF investment generally represents 7.5% to 25% of commitments to the vehicle at the relevant closing. It may exceed 25% in particular circumstances.
- You must commit a minimum share of the portfolio to eligible final recipients and a minimum amount to the target areas selected in your application. The term sheet sets the calculations, including requirements linked to the amount drawn from the EIF.
- The fund cannot count illegal activities, recipients in an exclusion situation or activities barred by EIF and InvestEU rules as eligible investments. Infrastructure funds must also apply the programme's environmental, climate and social requirements to all investments.
