Heating grant for municipalities – residential and non-residential buildings

A 30% grant for German municipalities installing efficient heating or connecting existing public buildings to a building or district heat network.

Replace heating in an existing municipal residential or non-residential building with solar thermal, biomass, a heat pump, fuel cell or another listed system, or connect it to a building or district heat network. Specialist planning and necessary preparatory and reinstatement work can be included.

The grant covers 30% of eligible costs. The cost ceiling for a non-residential building depends on heated net floor area; for residential buildings it starts at €28,000 for the first dwelling and uses separate amounts for additional dwellings.

Eligibility

German municipalities, counties, their legally dependent municipal enterprises, municipal associations and special-purpose associations can apply. Municipal companies, other public-law bodies, nonprofits and churches use KfW's business heating products instead.

City-states and their municipal enterprises also qualify when the funded work fulfils tasks handled by municipalities in other German states.

The building application or notification must be at least five years old. The project must increase energy efficiency or renewable energy use and optimize the entire heat-distribution system. Self-built, prototype and materially used systems are excluded.

After all work is completed, the building must fall within the current German Building Energy Act (GEG).

  • Apply before awarding a public contract or starting work; support depends on available federal budget and is not a legal entitlement.

Have an eligible expert or contractor prepare KfW's confirmation for the application: a BzA for a residential building or a gBzA for a non-residential building. An authorized municipal representative then applies in “Meine KfW” with the 15-digit confirmation ID and a supply or service contract conditional on KfW approval. For public procurement where that condition is not possible, upload evidence of the procurement and apply before the contract is awarded.
