Rainwater disconnection and greening grant

Gemeente VeenendaalPays-Bas

Grants for individual property owners and owners’ associations in Veenendaal to disconnect rainwater drains, replace paving with plants or install green roofs.

Cette fiche est actuellement disponible en anglais.

You can redirect rainwater away from the sewer and let it soak into the ground on your property, or replace paving with plants and add a sedum roof or planted roof garden. These measures help retain rainwater and reduce flooding; greening also cools the garden.

The municipality reimburses actual disconnection costs up to €10 per square metre, with a maximum of €2,000 per parcel. Ground-level greening covers actual costs up to €10 per square metre, and green roofs up to €30 per square metre; greening has a maximum of €2,000 per parcel. Payment follows approval of your completed work and cost evidence.

Eligibility

  • You must be an individual or a vereniging van eigenaren (VvE), an association of apartment owners. The work must be on private land you own, associated with residential property in Veenendaal.
  • For ground-level greening, this entry covers replacing paving with plants over more than 5 m² or more than 50% of the land. For a green roof, it covers more than 5 m² of roof planting.
  • Disconnection can use surface runoff or above-ground or underground infiltration. The scheme pays no disconnection grant for newly built homes, or where rainwater was already fully disconnected when an originally separate sewer system was built. It also excludes disconnection for which the municipality has already made another contribution.
  • Include other subsidies or reimbursements requested for the same work in your funding plan. The municipality may refuse a grant if your own or third-party funds already cover the costs.

Conditions de cette période de candidature
  • Use the disconnection application link for rainwater disconnection and the greening application link for garden or roof greening.
  • Subject to the €65,000 annual budget; complete applications considered in receipt order.
  • Apply at least eight weeks before work and wait for provisional approval.
  • Current scheme expires on 31 December 2030.

Apply at least eight weeks before starting the work, and wait for provisional approval. Use the rainwater-disconnection form for disconnection or the greening form for replacing paving with plants or installing a green roof. If you combine disconnection and a green roof, submit a separate form for each project. Submit a description of the work and its intended results, a design, before photos, and a budget and funding plan showing any other requested support.

Applications can be submitted at any time while the annual €65,000 budget is available. Complete applications are considered in order of receipt. The scheme provides for a grant decision within eight weeks of application.

Finish the work within three months of the award decision; the municipality can extend this period for valid reasons. Within eight weeks of completion, send photos and proof of costs using the evidence-upload link in your approval email. For underground drainage or rainwater storage, include photos of the underground pipes, their connections to the downpipes and the storage facilities.

The municipality determines the final grant within eight weeks after you meet the evidence requirements, then pays it after checking the documents. Tell the municipality immediately in writing if the work or award conditions may not be fulfilled. Report relevant financial or organisational changes promptly and cooperate with municipal checks on how the grant is spent.

The general grant rules also require municipal consent before setting up or joining a legal entity, making loan or security agreements, creating funds or reserves, changing charges for subsidised services, dissolving a legal entity or applying for insolvency. Consent also applies to the specified property transactions or leases where the property or its expenses were financed partly by the grant; changes to articles of association are exempt from this consent requirement.

If the grant creates assets, compensation to the municipality is due in the statutory cases: selling, encumbering or changing the use of subsidised assets; receiving compensation for their loss or damage; ending the funded activities; withdrawal or termination of the grant; or dissolution of the recipient legal entity. The amount is proportional to the grant’s share of total income, or the maximum compensation if all or most income comes from the grant. Asset value is assessed when compensation becomes due, with an independent valuation for real estate. For loss or damage compensation, the received compensation amount is used. When subsidised assets are sold, any gain between book value and market value must be included in the financial result. Compensation must be determined within one year after the municipality knew or could have known of the triggering event, and within five years of the last final grant decision.
