Local home insulation grant
A grant for owner-occupiers of poorly insulated homes in Tholen, with a higher award and personal help for lower-income households.
Cette fiche est actuellement disponible en anglais.
You can use this municipal grant to improve your home's insulation. The route explained here is floor insulation installed by a professional company, using material that is neither sprayed nor blown in. The standard award is up to €1,850 per home; households with total income at or below 150% of the social minimum can receive up to €4,000. The social minimum varies with age and household situation. That lower-income group has no limit on the number of measures; the ordinary professional route funds one measure.
The grant is based on actual reasonable eligible costs. Labour, finishing materials, your own hours, permits, exemptions, quotations and application costs are excluded. Floor insulation made from eligible natural (biobased) material adds €2 per m² to the calculated subsidy. This supplement is additional to the basic award.
Funding is allocated in order of receipt while the relevant budgets remain. The total budget is €1,326,335, including €100,000 for lower-income awards and €18,840 for biobased supplements. The scheme ends on 31 December 2027.
Eligibility
- You must own and live in a home in Tholen, or make it your main residence immediately after renovation. Register as resident at that address before payment. The home must already have been occupied and be registered for residential use in the Dutch address and buildings register (BAG). Its WOZ value, the official property valuation, must not exceed €500,000 at the valuation date of 1 January 2022.
- The home must have a definitive energy label D, E, F or G, or at least two poorly insulated building elements: roof/attic floor, facade/cavity wall, floor/crawl-space bottom, or windows/panels/doors. Each group counts as one element; an insulated attic floor can make the roof group sufficiently insulated. The scheme's Annex 1 defines poor insulation, for example floor insulation of less than 5 cm or Rc at most 1.3, which measures the existing construction's thermal resistance.
- If your home is in a building with an owners' association that includes at least one owner-occupied home (called a gemengde vereniging in the rules), the building must have at least two poorly insulated elements. Your home must physically adjoin a building element where at least one planned funded insulation measure is carried out.
- No grant may already have been awarded for the same address under this scheme, its 2025 predecessor or the earlier municipal private-home insulation policy.
- For the floor route, use new qualifying material on the underside or top of an existing floor, with Rd at least 3.5 m²K/W, the material's thermal resistance. The usual minimum area is 20 m²; the municipality may relax the minimum if the entire building element is smaller than the required area. Do not claim floor and bottom insulation stacked above each other as two measures. Insulation must respect protected wildlife. This route uses material that is neither sprayed nor blown in. The contractor must be registered in the construction sector, or an equivalent sector, in an EU or European Economic Area trade register.
- For enhanced support in the second half of 2026, ZIP publishes maximum tax-assessed income of €42,066 for a married/equivalent couple aged 18 or over, €19,551.60 for a single home-sharer aged 21 or over, or €30,047.58 for a single person aged 21 or over. Submit your latest Belastingdienst income statement and your resident partner's statement where applicable. These thresholds are updated periodically.

- Conditions de cette période de candidature
- First received, subject to the relevant remaining budget. Apply within 12 months of the invoice date.
- The scheme ends on 31 December 2027.
Start with the Zeeuws Isolatieprogramma (ZIP) registration form linked on the official conditions page. ZIP checks your home, then you submit a contractor's quotation showing the area, eligible material product code (meldcode), work address and separate insulation costs. Wait for provisional approval before proceeding. Complete the remaining steps within 12 months after registration.
After the work, submit photographs of the work, the invoice and all payment proofs, with the completion date, material code and area. Request final settlement within 12 months after completion; failure to do so can result in a zero award. The award sets a 12-month accountability period. Payment follows final approval; the regulation provides no advance. The municipality can inspect the work and impose additional award conditions. It may reduce the grant if work is incomplete, obligations are not met, information was materially incorrect or incomplete, or you knew or should have known an award was incorrect.
You may also apply for work already done if the invoice is no more than 12 months old when you register; a quotation is then unnecessary. For lower-income assistance with applying, selecting work and arranging a contractor, contact Michelle Suij-Witte on 06-28 23 97 44 or m.suij-witte@reszeeland.nl, using the contact details on the official page.
For the lower-income assistance route, the municipality may arrange payment for the work so you do not have to pay those costs upfront. This is separate from a grant advance.
