Private electric-vehicle charging grant

BorzenSlovéniejusqu’à 1 k EUR

Grants for residents and businesses to buy and install private electric-vehicle charging points in Slovenia.

Cette fiche est actuellement disponible en anglais.

This grant covers new private charging points for your own use or for business vehicles, business partners and employees. It covers purchase together with installation; installation alone is not eligible. A charging station can have one or two points, each charging one vehicle at a time.

For individuals applying under Part A, the grant pays 55% of eligible purchase and installation costs, up to €1,000 per charging point. You can receive support for at most two points, giving a maximum of €2,000 per applicant. VAT is eligible. For people carrying on a business, sole traders and legal entities under Part B, the grant pays 55%, up to €1,300 per point, excluding VAT. Include all stations in one application: only one application can receive a grant, and the first favourable decision becoming final uses up your entitlement under this call.

Eligible installation costs include electrical and building work, grid upgrades and connection, software configuration, testing and equipment needed to operate the charger. Design documentation for the charger can also qualify. Costs outside the defined eligible purchase and installation categories, such as postage, a self-extinguishing ampoule or a site check, do not qualify. Separately purchased installation materials, such as cable, can qualify if directly linked to installing and operating the station and invoiced in your name and address.

Borzen continues accepting applications until the full call budget is allocated, but the value requested already exceeds the allocation for 2026. The combined 2026–2027 budgets are €3.2 million for Part A and €800,000 for Part B. Funding follows the order applications are received; later applications are refused once funds run out. Acceptance of an application therefore does not guarantee a grant.

Eligibility

  • Part A is for individuals with permanent residence in Slovenia and a Slovenian tax number who were adults when they bought the station. Sole traders and people registered to carry on an activity use Part B. Part A chargers must be at your permanent home or another building or plot you own and use for your own needs in Slovenia.
  • Part B is for people carrying on an activity, sole traders and legal entities. Slovenian public bodies classified as direct or indirect users of the state or municipal budgets are excluded. Direct users include state bodies, municipalities and municipal subdivisions that are legal entities in their own right; indirect users are public institutions, agencies and funds founded by the state or a municipality, unless legislation provides otherwise. Check your organization in the Public Payments Administration’s online Register of Budget Users (iRPU). Chargers must be in Slovenia at the business address, branch or unit, or on property you own, rent or use for business. Provide a parking space at each point; ownership of the parking space is not required. Employees must also be able to charge their own vehicles.
  • Buy from a company with a registered office or branch in the EU. Design and installation must be supplied by companies with a registered office or branch in Slovenia. The installer must be registered for electrical installations (SKD 43.210). Before first use, an inspector holding the Slovenian national vocational qualification (NPK) must sign the initial inspection record covering visual checks, measurements and tests.
  • Purchase and installation costs must arise after 1 October 2025. The service date on the invoice determines when the cost arose, or the invoice date if no service date is shown. The investment must be completed before funds are exhausted or the call closes. Completion is the date of the initial inspection record signed by the qualified inspector. Pay all instalments before applying.
  • The AC charger must meet the call’s complete technical requirements. These include Mode 3 charging with a Type 2 connection, internet communication, equipment to control charging power as building demand changes (DLM or EMS), electrical protection and a warranty of at least two years. Part B also requires RFID-card or PIN identification and the specified Class B electricity meter or measuring system. Ask the seller or supplier to confirm compliance with section 7. The FAQ does not permit adding separate external modules to make a Part B charger compliant, except for DLM. For chargers established from 1 January 2027, high-level vehicle-to-charger communication must meet EN ISO 15118–20.
  • For either part, you must have no overdue obligations to Eko sklad or Borzen or unfulfilled contractual commitments to them, no blocked transaction account, and overdue tax and other public charges collected by FURS below €50. Personal bankruptcy excludes Part A applicants. Part B also excludes businesses in difficulty, insolvency or compulsory winding-up, and applicants with unpaid public-aid recovery orders; it requires all employee withholding-tax returns for the preceding five years.
  • Part B also excludes applicants with unresolved final environmental-inspection orders. Operators subject to the call’s greenhouse-gas permit and climate-neutrality-plan conditions are excluded if they have not submitted the plan within six months of the permit becoming final, or have received the ministry’s decision for a noncompliant plan, missing progress report or missed targets.
  • For commercial activities under Part B, support is de minimis aid: the small-aid ceiling is €300,000 over the preceding three years for the single undertaking, including companies linked by control or dominant influence. Fishing and aquaculture and primary agricultural production are excluded, as are the specified agricultural-processing or marketing cases where aid depends on product prices or quantities or is passed to primary producers. Aid tied directly to exports or favouring domestic over imported products is excluded. Other state or de minimis aid for the same costs must not take combined support above the permitted aid amount or intensity.
  • Keep ownership and operation of the station for at least five years from its establishment, and retain the investment records for five years after payment of the grant. Changes affecting eligibility must be reported immediately and within eight days after they arise once the decision has been served. Breaching the conditions can require repayment. An evidenced total loss through disaster, natural events, theft or other circumstances outside your control may be exempt from repayment if reported within eight days; justified reasons can excuse late reporting. Part B recipients must follow the Climate Fund’s branding and communication rules.

Part A applicants can use the permitted electronic signatures or sign the electronic application by hand through the app. If you cannot use the online application, contact Borzen at mobilnost@borzen.si or 080 80 30; in justified cases an adviser can help you submit it.

Attach the call’s declarations, invoices in your name, payment evidence, photographs, certificate from Slovenia’s Financial Administration (FURS), its tax authority, showing your outstanding obligations on the application date, initial inspection record and the inspector’s NPK certificate. If the charger is away from your permanent home, Part A requires proof that you own the property. Part B additionally requires the charger’s electrical-installation and equipment design, a separate FURS certificate showing that all employee withholding-tax returns for the preceding 60 months have been submitted, and a de minimis declaration; where relevant, show ownership, lease or another right to use the site. Part B invoice payments by offset or compensation are not permitted. The official page links the forms and detailed attachment requirements.
