Residential energy efficiency rebates

Access Energy CooperativeIowa

Rebates for qualifying residential members installing a ground-source heat pump or replacing its indoor unit.

Cette fiche est actuellement disponible en anglais.

For a new ground-source heat-pump system including the indoor unit and ground loops, the rebate is $750 per ton of capacity. Replacing only the indoor unit earns $400 per ton. Both routes have a 10-ton limit, so the highest payments at that limit are $7,500 and $4,000 respectively.

Access Energy Cooperative pays the account holder. Claims above $250 are paid by check; claims of $250 or less are credited to the electric account. Allow at least 6–8 weeks for processing. Qualification and amounts can change, and the cooperative can end the programme without notice.

Eligibility

  • You must be an Access Energy Cooperative residential member, and the service location must use more than 6,000 kWh of electricity annually. Your residence must be a permanent structure on a permanent foundation on land you own.
  • The equipment must be a new, matched ENERGY STAR certified heat-pump system. Ask your heating and cooling contractor to verify these requirements. For an indoor-unit replacement, the replacement must improve the energy efficiency ratio (EER) by at least 3 rating points.
  • The required EER ratings are 19.1 for closed-loop water-to-air systems, 23.1 for open-loop water-to-air, 18.1 for closed-loop water-to-water, and 22.1 for open-loop water-to-water. Have your contractor check the rating for your system type.
  • Installation must meet Delta-T 80, the required temperature-difference design criterion, supported by the contractor’s Manual J residential heating and cooling load calculation. The cooperative certifies at least R-38 ceiling insulation and R-13 wall insulation; these R-values describe insulation resistance to heat flow. It may inspect your home and installation to verify the equipment and insulation.
  • The heat pump may replace existing electric, natural-gas or propane space heating. You must agree to let the cooperative control your heating and cooling equipment through its load-control programmes now or in the future. Mislabeled or misrepresented equipment receives no rebate.
