MassEVIP Fleet Vehicles
Massachusetts public bodies can get grants to buy or lease new electric fleet vehicles, with up to USD 7,500 for each battery-electric vehicle purchased.

MassEVIP Fleet Vehicles helps Massachusetts public bodies buy or lease vehicles weighing up to 10,000 pounds at their maximum permitted loaded weight. It covers battery-electric vehicles, which run entirely on a rechargeable battery; plug-in hybrids, which combine a rechargeable battery with a combustion engine; and purchases of two-wheeled electric motorcycles.
Maximum grants per vehicle are:

These are ceilings. MassDEP may award less, and applying does not guarantee funding.
MassDEP can pay your organization directly or pay a vendor on an eligible statewide purchasing contract. Leased-vehicle grants go to the recipient in one payment. Your organization must fund the remaining acquisition cost and all operating and maintenance costs for three consecutive years after registration. Combined funding cannot exceed the actual vehicle cost.
Eligibility
- Applicants must be Massachusetts municipalities, state agencies, public universities or colleges, or other public entities.
- The programme can fund at most 25 vehicles per recipient across all its awards, counting battery-electric vehicles, plug-in hybrids and electric motorcycles together. Previous MassEVIP Fleet Vehicles awards count toward that total; a recipient already funded for 20 vehicles can receive support for five more.
- Vehicles must be new. Used, rebuilt or rented vehicles, warranty-insurance replacements, gifts and prizes are excluded. Eligible leases must last at least 36 months.
- Either the base price of the lowest trim level, or the negotiated or contract ceiling price before options and fees, must be no more than USD 60,000. Maximum gross vehicle weight rating is 10,000 pounds: this is the vehicle's permitted fully loaded weight.
- Operate each vehicle for at least three consecutive years after registration and maintain valid Massachusetts vehicle registration for at least three years. Retain use and maintenance data for three years and provide it, together with registration records, when requested.
- Promote the electric vehicles through activities such as vehicle graphics, community events or newsletters, and provide proof when requested.
- For the same vehicle, this grant cannot be combined with grants from other state entities, including MOR-EV, MOR-EV Trucks or Green Communities. Other funding remains subject to the 100% actual-cost ceiling. MassDEP can recover funding for inaccurate information or failure to meet programme requirements.

- First come, first served until funds are exhausted or the solicitation ends. A complete application and signed grant agreement are required.
Create a MyMassGov account and a Grants Management System user profile. In the GMS, select “Browse and Apply” and find “MassEVIP Fleet Vehicles.” Submit one application per entity with a supplier quote and a current tax-identification Form W-9 signed and dated within the past year. Use the federal March 2024 W-9 or Massachusetts Substitute Form W-9, revision April 2022; older versions are not accepted.
MassDEP checks eligibility and completeness. Monitor the GMS and its email notifications, and supply all requested information within two months of the first information request. Once complete, the application moves to contracting.
State agencies sign an interagency service agreement. Other applicants receiving payment directly sign the end-user agreement and contract documents. Eligible non-state applicants choosing payment to a vendor on statewide contract sign the end-user agreement. Wait for MassDEP's signature before accepting delivery: an earlier delivery makes the vehicle ineligible for payment. MassDEP also recommends waiting for its signature before ordering.
Non-state agencies have 21 months from the issue of contract documents to complete contracting and acquire vehicles. State agencies use the end date in their agreement. If more time is needed, email MassDEP at least one month before the contract ends; an extension is not guaranteed. Applications can be withdrawn if applicants do not respond or return signed documents by the required deadlines.
Arrange acquisition directly with the vendor. The statewide vehicle contract is for purchases, not leases. Outside that contract, MassDEP pays your organization directly.
After registration, submit the payment request form, final invoice or lease agreement, Massachusetts registration, vehicle photo and certification that acquisition followed applicable requirements. State agencies follow the separate route of supplying the final invoice, registration and photos. Provide project-schedule updates when requested.
