Energy-efficient building loan

LfA Förderbank BayernNémetországlegfeljebb 20 M EUR

A supplementary loan for businesses and self-employed professionals improving commercial premises in Bavaria with an approved federal grant or a federal loan that includes a repayment grant.

Ez a lehetőség jelenleg angolul érhető el.

Finance energy improvements to commercially used non-residential buildings or building sections. Eligible work includes insulation, windows and building systems, with associated energy planning and construction supervision. The project must receive BAFA or KfW support under the federal efficient-buildings schemes for non-residential buildings (BEG NWG) or individual measures (BEG EM). This underlying award must be an investment grant or a loan with a repayment grant, which reduces the amount you have to repay. BAFA or KfW assesses the relevant federal scheme’s standards and recognised costs; the LfA loan supplements that award.

The loan can cover the remaining recognised costs after subtracting the underlying BEG grant or loan, up to €20 million per project. Costs supported under the Renewable Energy Sources Act (EEG) or Combined Heat and Power Act (KWKG) cannot be included. Land purchases are excluded by the governing directive.

Your bank pays out the loan and you repay it with interest. Standard terms run from five to twenty years, with up to three years before principal repayments begin; interest remains payable. Shorter whole-year terms of at least three years and at least one repayment-free year can be requested. The bank agrees your rate within LfA limits according to creditworthiness and security; the terms at LfA approval apply. Interest, repayment and any drawdown fee fall due quarterly. Undrawn amounts attract a 2% annual commitment fee after six months from LfA approval. The usual drawdown deadline is one month before repayments start; guaranteed loans instead have a six-month drawdown deadline.

Other public finance can be combined within the applicable aid limits. These limits concern the subsidy value of the preferential loan, rather than its full principal: under the SME investment route the aid ceiling is 20% of eligible costs for small enterprises (fewer than 50 employees and turnover or balance-sheet total no more than €10 million) or 10% for medium enterprises, with an absolute €8.25 million ceiling per enterprise and project. Under de minimis, the single enterprise's aid in the same member state cannot exceed €300,000 over a rolling three years. Where the LfA subsidy counts towards the BEG funding rate, a combined rate above 60% requires a reduction.

The financing plan should use your own funds first, public grants next, then interest-subsidised loans and finally other interest-bearing loans. Draw money only when it is needed for eligible payments within four months. Amounts that cannot be used in that time must be returned immediately and can be drawn again when needed; late use attracts extra interest. Follow the approved investment and financing plan. Bank consent is needed for total cost increases above 20% unless financed from own funds, total savings above 10% or €10,000, or savings above 20% in an individual budget item used for overruns elsewhere. Submit proof of use within six months after receiving the final invoice and retain the supporting documents for five years after submitting that proof, longer where other rules require it. Aid-relevant documents must be retained for ten years from the aid award.

If eligible costs fall or other public grants or subsidised loans increase, the bank may reduce the loan or demand repayment with retroactive extra interest. The cost-reduction exception applies where the shortfall is no more than 10% and no more than €10,000. Voluntary early repayment normally requires compensation to the lender; partial early repayments should equal at least two scheduled instalments and normally reduce the last instalments due, unless agreed otherwise. Misuse, false or incomplete information, missing proof of use, deteriorating finances or loss of funding conditions can lead to immediate termination, compensation and extra interest.

Eligibility

  • Your commercial business or self-employed professional activity must have a permanent establishment or branch in Bavaria. Group annual turnover must not exceed €500 million. Turnover includes connected businesses with direct or indirect ownership above 50% and businesses in a formal group, excluding internal sales where permitted. The investment itself must be in Bavaria.
  • The whole project's financing must be secured and the project must be ready to start within one year after approval. Applicants for whom the assistance is economically insignificant in light of assets, earnings or project size cannot receive it. There is no legal entitlement to funding; available budget also matters.
  • The usual SME investment route covers setting up or expanding a business establishment, introducing previously unoffered products or services, or fundamentally changing the relevant production or service process. SMEs have fewer than 250 employees and annual turnover no more than €50 million or a balance-sheet total no more than €43 million, assessed with linked and partner businesses. Pure replacement is not an eligible SME investment. Pure modernisation or rationalisation can instead qualify under de minimis. Costs that are treated as expenses rather than recorded as assets in the accounts, or cannot be recorded as assets, also require de minimis if their total exceeds the BEG award.
  • Commercial letting can qualify when it is long-term and the investor commits to commercial or professional users meeting the €500 million turnover limit for the loan's entire term. Both investor and user must meet the applicant requirements. Pure private investments, investors who register a business solely to let the property, and leasing or hire-purchase structures are excluded. Where one company holds the property and a separate business operates from it, natural-person landlords can also participate if the ownership meets the programme’s test: the same persons must own at least 50% on both sides, or different owners who are spouses or life partners, or parents/parents-in-law and children together with their spouses or life partners, must together meet that threshold on both sides.
  • Businesses that deliberately or through gross negligence breached environmental rules and caused environmental damage, or have not complied with an earlier EU aid-recovery order, are excluded. Under the SME investment route, EU financial-distress rules exclude businesses with losses consuming more than half the company capital or partnership own funds, insolvency or unresolved rescue/restructuring aid; the capital-loss tests do not apply to SMEs under three years old. Under de minimis, insolvency or the conditions for creditor-initiated insolvency exclude applicants, and large enterprises need a rating of at least B−.
  • Aid rules exclude primary agricultural production and primary fisheries/aquaculture, export-linked aid and aid requiring domestic goods to take precedence over imports. Fisheries/aquaculture are excluded under the SME investment route; processing and marketing agricultural or fisheries products can qualify under general de minimis. LfA's prohibited-use list also applies, including human-rights violations, controversial weapons, specified harmful substances and environmental activities, specified nuclear and fossil-fuel activities, prostitution/pornography, gambling and tobacco cultivation/processing. Its stated technical exceptions remain applicable.

How to apply

  • Apply through your bank before starting the project. Before drawdown, prove the BAFA/KfW investment grant or loan with a repayment grant, and the eligible costs.

Apply through your own bank or savings bank before starting the project; LfA works with all banks and savings banks. Use application form 100. Project start normally means signing a binding supply or service contract, including a binding equipment order. Legal and organisational preparation does not count as starting; purchasing land before applying normally does not prevent funding for a separately viable investment project.

Before the loan can be drawn, give your bank proof of the BAFA/KfW investment grant or loan with a repayment grant, and the eligible costs. For a de minimis application, mark that basis on form 100 and submit declaration form 120. Your bank checks the conditions and forwards the application to LfA, which decides on approval.
