Grants for Baden-Württemberg municipalities to hire help preparing measures from existing climate adaptation plans or commission detailed local climate analyses.

Ez a lehetőség jelenleg angolul érhető el.

This entry covers two strategic routes within KLIMOPASS. You can hire an external service provider for up to two years to prepare measures already identified in a municipal climate adaptation plan. This can include developing the measures in detail, coordinating stakeholders or finding funding.

Alternatively, you can commission a model-based climate analysis at a finer local scale than the statewide analyses. It must go substantially beyond those analyses and support municipal planning. Alongside current conditions, it must examine at least one future climate scenario from the Intergovernmental Panel on Climate Change (IPCC), using a medium- or high-emissions scenario. Modelling the effects of potential adaptation measures is also possible. A digital twin, a digital model of the local area, can qualify if climate adaptation is a central element.

For either route, the grant pays 70% of eligible external service costs, with a minimum grant of €4,000 and a maximum of €30,000 per application.

Eligibility

  • Cities, municipalities and districts in Baden-Württemberg can apply. Groups of municipalities without their own separate legal identity can also use these non-investment routes.
  • Municipalities must submit the supporting declaration for the state’s Klimapakt to the Environment Ministry, committing to a climate-neutral municipal administration by 2040 at the latest.
  • The work must be voluntary. Measures required by law or a public-law obligation, such as a building-permit condition or a compensatory obligation, do not qualify. The funded project must not involve economic activity under EU state-aid rules; these routes do not support commercial activity through the grant.
  • Apply before starting implementation or entering binding supply or service contracts. Planning, structural checks and tendering are allowed beforehand. After applying, you may award contracts and start at your own risk, without any entitlement to funding.
  • You cannot combine the grant with other programmes funding the same climate adaptation measures.
  • Do not hire partners known or obviously acting against Germany’s free democratic constitutional order or international understanding. Collaboration specifically for extremism prevention is exempt from this restriction.

  • Applications are open. Funds are allocated by complete electronic application receipt; the programme or individual routes may close early if funds run out.[^c14][^c8][^c15]

Apply electronically to L-Bank using the KLIMOPASS online form linked from its programme page. Give the expected eligible total costs and confirm your own contribution in a declaration. For a group application, one municipality must lead and deal with L-Bank, and you must confirm in writing that the participating municipalities agreed to cooperate.

Complete applications are ranked by the date of electronic receipt. Awards depend on available funds; the ministry may close the programme or individual routes early if funds run out, and announces changes on its website.

Start within 12 months of approval. The award period is normally no more than two years. Use funds economically for the approved work; switching them to other measures requires L-Bank’s express consent. Follow municipal procurement rules when hiring the service provider.

For awards of €25,000 or more, request an interim payment of 50% after awarding the contract and provide interim evidence. L-Bank pays the final balance after accepting your proof of use. Submit this proof within six months after the award period ends, using L-Bank’s forms: eligible material costs in total, the awarded grant, the payment requested, a link to the relevant concept or climate analysis and a short report.

Notify the funder immediately of changes to the purpose, costs, financing or ability to complete the work, additional funding, or inability to use payments for eligible expenses within three months. Lower costs or higher receipts, excluding changes to your own funds, can reduce the grant proportionally when the reduction exceeds €2,500; overfinancing is separately deducted. You must assess the grant’s tax effects yourself, and changes in those effects do not increase the grant.

Keep grant documents available for the retention period in your award. Participate in programme evaluation and provide information, documents and access on request for up to five years after project completion. Incorrect or incomplete material declarations, misuse, or failure to meet award duties can lead to repayment and statutory interest; delayed use of payments can also attract interest.
