Woonlening
Borrow at 0% interest for insulation, renewable energy or climate adaptation at an existing home you own in Den Helder.
Ez a lehetőség jelenleg angolul érhető el.
The consumer Woonlening provides €2,500–€30,000 without property collateral or a notary. This page covers that personal-loan route for climate measures, including wall and roof insulation, heat pumps, solar panels, shading, permeable paving and rainwater storage or drainage.
The municipality approves the measures and actual costs, including VAT; your own labour is excluded. The loan cannot exceed those approved costs. The fixed interest rate is 0%. You repay the loan through equal monthly instalments that reduce the borrowed amount. The maximum term is 10 years for loans up to and including €15,000, and 15 years above €15,000. SVn charges no closing fee; an adviser you hire is at your own expense.
The money goes into a building account used to pay invoices, rather than an unrestricted cash payment. SVn normally pays suppliers directly; if you already paid an eligible invoice, reimbursement requires proof of payment and approval. You pay any shortfall yourself and cannot put your own money into the account. Certain bank-transfer costs may be charged. The account normally lasts 12 months; you can request one extension of up to 12 months. It closes when the money is used or the work is complete, and no later than 24 months. SVn may close it after six months without transactions. Any unused balance reduces your loan debt.
You may repay early without a penalty, with a €250 minimum per extra repayment. SVn adjusts the monthly payment; if it falls below €35, SVn may shorten the term. You still owe the loan if your contractor fails to fulfil the contract. Each joint borrower is liable for the entire debt.
Eligibility
- You must be an owner-occupier or owner-landlord of an existing, habitable home designated for permanent residence in Den Helder. At least one applicant must be younger than 76 when applying.
- Apply before work starts. The measures must not already be carried out when the loan is granted. Obtain any required environmental permit before applying. Measures must satisfy the municipal criteria; the council may also accept unlisted measures that demonstrably meet its policy goals.
- For insulation, investigate protected animals in cavity walls or under roof tiles. eDNA inspection can be used for cavity-wall insulation in ground-level homes; external roof insulation or other situations may require ecological research. Your contractor must follow species-protection rules.
- SVn independently checks whether your income, household, housing and work circumstances let you afford the extra monthly payments. Your loan-payment history recorded by Bureau Krediet Registratie (BKR), the credit register, affects the decision. Municipal permission does not guarantee a loan.
In special individual cases, the municipality may depart from the rules if, in its judgment, applying them strictly would lead to an unfair decision. It may also waive one or more obligations in individual cases. These are municipal decisions, not automatic exemptions.
SVn counts fixed allowances or a fixed year-end payment only where needed to establish affordability. It excludes irregular income such as performance bonuses, incidental overtime and profit sharing. If you have a temporary contract and have worked for that employer for less than a year, it counts 70% of net income. Business owners must provide recent accounts covering several years; from 1 July, the previous year’s figures are required. From age 58, or if you are already retired, SVn considers pension income. For Dutch benefit income, SVn can count Wajong, (WIA-) IVA and survivor pensions as stable income; it counts WIA-WGA and WAZ(O) only partly. Bijstand, IOW, IAOW and ZW do not count as stable income. Benefit income requires bank statements and benefit documents.
Pay instalments on time. Late payments incur statutory interest and may incur administration or collection costs. SVn can demand the full debt immediately after at least two months of arrears that persist after a default notice; on leaving your permanent residence in the Netherlands or an expected departure within months; on death if there is good reason to expect nonpayment; on bankruptcy or statutory debt restructuring; or after knowingly providing material false information, including misuse of the loan. Report contact changes promptly in writing.

- Apply before work starts. Municipal allocation depends on available funds and is followed by independent SVn credit approval.
Submit a request to Gemeente Den Helder through “Verzoek indienen met DigiD” on its Woonlening page. Include recent contractor or supplier quotations, the completed measures list, the latest WOZ property-tax assessment and any required environmental permit. Requests are processed in order of receipt and depend on available municipal funds. The municipality rejects requests if funds are insufficient, costs are disproportionate to results, actual costs are below €2,500 or works are already completed.
After municipal permission, apply to SVn for its independent credit assessment. If approved, SVn sends an offer; accepting it starts provision of the loan. For invoice payments, email the completed SVn declaration form and invoices to the municipality, preferably by replying to your allocation letter and quoting its case number.
