Stimuleringslening for community-building insulation

Municipality of ElburgHollandia50–100 E EUR

Borrow for insulation in existing community buildings and nonprofit sports complexes in Elburg, with a 20-year loan for eligible organisations and school boards.

Ez a lehetőség jelenleg angolul érhető el.

This entry covers facade, cavity-wall, roof and floor insulation under the Stimuleringslening. Your application must show reduced energy demand or CO₂ emissions, or increased use of renewable energy.

The covered 20-year route lends €50,001–€100,000 including VAT, at 1.5% interest with a published 240-month fixed-rate period. The loan cannot exceed the actual costs accepted by the municipality, including financing costs. You repay a fixed monthly amount containing interest and repayment of the borrowed money. Partial or full early repayment is free.

SVn charges 1% of the loan, subject to a €1,500 minimum and €7,500 maximum. Across this covered range the minimum makes the fee €1,500; it is deducted from the loan. Financial advice, valuation and notary costs are additional. A notarial or mortgage deed is required above €25,000, at your expense.

The loan goes into a construction account (bouwdepot). Submit invoices using SVn’s claim forms: SVn pays contractors, or reimburses an invoice you already paid after checking payment proof. Pay any shortfall from your own money; you cannot deposit it into this account. The account normally lasts 12 months and can be extended once, on request, to a maximum of 24 months. It closes earlier when fully drawn or the work is complete; SVn may also close it after six months without transactions. Any balance left at closure reduces your loan. Any credit interest specified in your loan documents is credited against your periodic payment for at most 12 months.

Eligibility

  • Associations and other private nonprofit legal entities must manage or own, including jointly, a building in Elburg and mainly pursue sporting, educational, sociocultural, philosophical or religious activities. School boards qualify when they manage and maintain, or wholly or partly own, school buildings or complexes.
  • Work must concern existing community-use buildings or nonprofit sports complexes in Elburg. The rules exclude community buildings belonging to government or semi-government bodies, including housing corporations, healthcare institutions and defence.
  • For this insulation route, obtain an EPA-maatwerkadvies: a tailored energy-performance assessment from a certified company before the works. The municipal form requires it when actual costs exceed €7,500, as they do in this covered range. Its solar-panel exception does not apply to insulation.
  • SVn makes its own financial assessment after municipal allocation and may refuse the loan. Financing can have mortgage security or no mortgage; SVn can require additional security or conditions. Mortgage financing requires owned property on which SVn can register its security, and that property can be sold if you default.
  • Late payments incur statutory interest and may incur administration or collection costs. SVn can demand immediate repayment after written notice if the loan is misused or the funded purpose is not, or materially will not be, achieved. Send SVn an annual financial report prepared by a recognised firm as soon as ready and within six months after year-end, and supply required financial information.
  • The general business terms require pledging business equipment and other specified assets, and additional security when SVn requests it. Pledging gives SVn a priority claim on these assets and allows their forced sale if you fail to meet your obligations. You bear the costs of creating, maintaining and releasing mortgage or pledge security. If you mortgage property, keep it in good condition and insured at rebuilding value during and after the works. Obtain SVn’s written consent before transferring or renovating the collateral, granting rights over it, letting it or allowing others to use it, or permitting tenant alterations.
  • Keep adequate insurance against the general and specific risks of your organisation’s activities. SVn may require periodic valuations of the collateral, with your cooperation and at your expense. Depending on the debt compared with its assessed market value, SVn can adjust interest or require early repayment of part or all of the debt as provided in the loan offer.

How to apply

  • Applications are processed in arrival order while the municipal revolving fund has sufficient money.[^c7][^c8]

Apply first through Elburg’s municipal Stimuleringslening form, using DigiD. Include the proposed measures, quotations and cost breakdown, the EPA report and a timetable. Apply before carrying out the work: completed work before filing is ineligible, and starting after filing but before allocation is at your own risk.

Applications are handled in arrival order while the revolving fund has enough money. The municipality decides within eight weeks of receiving a complete application; an overdue decision does not mean approval. It can refuse or withdraw allocation for insufficient funds, unreasonable costs relative to the results, failure to meet the rules or incorrect information.

After approval, use the municipality’s allocation letter and supplied SVn application form to apply to SVn. Municipal allocation reserves budget; it does not guarantee credit approval. SVn sets the final amount and issues a loan offer only after a positive financial assessment.
