Grants for owners and long-term tenants to improve the energy performance of their main home in Greece.

Ez a lehetőség jelenleg angolul érhető el.

The 2025 round supports energy renovation of detached houses and individual apartments, including insulation, energy-efficient windows, heat pumps and solar hot-water systems. The works must improve the home by at least three energy classes and reduce primary energy use by more than 30%, as checked through energy performance certificates before and after the works. A major renovation normally also needs to reach class B; the guide allows the class established by the energy study where B is technically or functionally infeasible.

The renovation grant is calculated on final eligible costs. For the 2025 round, applicants with individual 2023 income of up to €5,000, or family income of up to €10,000, receive 95%, rising to 100% for the designated disaster-affected category. Above those income thresholds, the rate is 50% for other applicants, 65% for families with at least three dependent children, and 80% where the applicant, their spouse or a dependent child has certified disability of at least 67% or for the designated disaster-affected category. Family income applies to married applicants and single-parent families. Spouses and partners in a civil partnership registered with TAXIS must combine their incomes even if they file separate tax returns. An applicant listed as a dependent child who declares income is assessed on the combined family income. The programme includes declared, exempt and separately taxed income and deemed-income adjustments. Foreign tax residents must also count income declared in their tax-residence country.

Disaster rates apply to communities designated in the guide's official decisions, including areas affected by flooding and earthquakes in Thessaly, Central Greece, the Peloponnese, Central and Western Macedonia and Arkalochori, and the designated Samos, Ikaria and Chios regional units. They do not cover every home in those regions.

Eligible renovation costs cannot exceed either €35,000 or €1.20 multiplied by the estimated annual primary-energy saving in kWh. Measure-specific limits also apply. VAT is eligible; budgets are reduced appropriately where a supplier charges reduced VAT or is VAT-exempt. Eligible energy inspections, the electronic building identity record, the technical advisor and required studies or permits are separately funded at 100% within the guide's fee limits and a combined €2,750 ceiling, provided the application is admitted and the energy target is achieved. You cover the unfunded share yourself; only the higher-income category can alternatively use a bank-approved loan for its own contribution.

Eligibility

These are the rules for the closed 2025 intake.

  • You must be a natural person with full ownership, bare ownership or usufruct rights, or a tenant with at least seven years left on the lease at application. Usufruct is the right to use a property and receive its income; bare ownership does not include that use right. Where a co-owner lives in the home, only that resident co-owner can apply. Where someone else uses it as their main residence, a co-owner applying must have full ownership or usufruct. The seven-year condition applies to tenant applicants, not to owners applying for a rented home.
  • The home must exist legally, must not be condemned for demolition, and must be a main residence with an initial energy rating of class C or worse. Short-term rentals are excluded. Main-residence use is checked against tax returns, primarily 2023, with the two preceding years available where it was vacant in 2023. For homes acquired after 31 December 2023, a written main-residence commitment is required.
  • Rented or freely provided homes are subject to the EU de minimis aid rules: a cumulative ceiling of €300,000 in de minimis aid over any three-year period and compliance declarations from the owner/usufruct holder and other co-owners. For tenant applications, this also applies to owners receiving an indirect advantage from investments not depreciated during the lease.
  • Only one application per applicant and per home is allowed. Homes with an active application in Exoikonomisi kat’ Oikon II, Exoikonomo–Autonomo, Exoikonomo 2021, Exoikonomo–Anakainizo gia Neous or Exoikonomo 2023 are excluded, except an apartment participating in a Type B apartment-building application under Exoikonomo–Autonomo.
  • A project already fully completed when applying is ineligible. Eligible expenditure starts on 1 January 2022. Earlier energy certificates issued after 27 November 2017 can be accepted, but their cost is not reimbursed. The same cost cannot also receive another EU or national programme's funding.
  • If the home has no renewable hot-water system, solar hot water is mandatory unless the energy inspector documents that installation is infeasible.

  • Closed 2025 intake; later completion extensions do not reopen applications.

The 2025 intake has closed. Applications were submitted electronically through the official Exoikonomo portal using TAXISnet credentials, with an engineer acting as technical advisor and an initial energy inspection. The Ministry of Environment and Energy coordinates the programme and the Technical Chamber of Greece implements it.

Existing beneficiaries should use the portal to manage their works and documents. The current completion extension to 30 November 2026 applies only to admitted applications with verified transfers to contractors or suppliers through the system, and admitted applications being transferred to a successor after the beneficiary’s death. It does not reopen applications.

Final payment requires a second energy certificate from a different inspector, confirmation of the energy target and a check of completion documents. Changes must preserve admission conditions and the energy target; they cannot increase the approved eligible budget. Changes to essential project conditions require the implementing body's review.

Keep the improvements for at least five years after final loan or grant disbursement. If you sell the property, inform the new owner of the continuing duties. Keep original project and expenditure records throughout implementation and for five years after final benefit disbursement for owner-occupied homes, or ten years for rented or freely provided homes. Make records available for checks. False declarations or failure to meet commitments can lead to withdrawal of approval and recovery of support.
