A personal loan for owner-occupiers in Oldebroek to improve home insulation or install energy-saving equipment, with repayments spread over up to 15 years.

This entry covers the ordinary personal-loan route of Toekomstbestendig Wonen. You can borrow €2,500–€35,000 for approved home improvements. Interest is 2.6% and stays fixed for the term. Loans up to €15,000 run for at most 10 years; loans from €15,001 run for at most 15 years. There is no closing fee; any financial adviser you use is at your own expense.
The loan is unsecured: no mortgage is established over your home. You repay the borrowed money and interest in fixed monthly instalments, gradually reducing the balance. Repaid amounts cannot be borrowed again. You may repay early without a charge, with at least €250 per extra repayment. SVn then adjusts your payments; if they would fall below €35, it may shorten the term instead.
Eligible examples include roof, loft, wall, floor and ground insulation; insulating glass, frames and external doors; air-source or hybrid heat pumps; and solar panels. Insulation must meet the municipal performance limits: an Rd value of at least 3.50 m²K/W, except cavity-wall insulation, where the minimum is 1.10. Rd describes resistance to heat loss. Glass must have a U-value of at most 1.20 W/m²K, and frames and external doors at most 1.50; a lower U-value means less heat passes through. The listed heat pumps need at least energy class A++ for heating at 35°C. A home battery must be fixed or integrated and combined with a solar-panel system.
Eligibility
Your project must include at least one energy measure.
- You must own a home in Oldebroek and live there, or intend to live there, as your principal residence. The home must be directly accessible from street level and have at least one floor at ground level. Apartments belonging to an owners’ association are outside this route. All owners apply jointly, and at least one applicant must be younger than 76 when applying to SVn. Each joint borrower is responsible for the whole debt.
- The scheme targets homes most in need of improvements, using registered energy labels C–G as its guideline. The municipality decides applicability if label information is missing. Recently substantially improved homes may be excluded even with a qualifying label. In special circumstances the municipality may allow an exception after consultation with Gelderland and, where applicable, SVn; examples include a label-B home needing adaptations for independent living. At least one sustainability measure is still required.
- Choose measures that avoid disproportionate pressure on the electricity grid unless a suitable solution is available. An exception needs prior consultation with Gelderland and/or SVn and either consultation with the regional grid operator or proof that the measure fits municipal heat plans.
- The work must not already have started or been completed. Actual costs must be at least €2,500 and reasonable relative to the result. Multiple applications for the same applicant’s home count towards the €35,000 total limit. You cannot include the value of your own time spent carrying out the work as a cost.
- SVn independently checks whether your finances are stable enough to pay the extra monthly instalments alongside existing expenses. It considers income, household circumstances, housing and employment; the equity in your home does not decide this assessment. Municipal allocation does not guarantee a loan.
You must repay even if your contractor fails to carry out the agreed work. Late payments incur statutory interest and may incur administration or collection costs. SVn can demand immediate repayment after at least two months’ arrears if you remain in default after notice; other triggers include leaving your permanent residence in the Netherlands or reasonable grounds to expect that you will leave within months, bankruptcy or entering statutory personal debt restructuring, deliberately giving materially false application information or using money outside the agreed measures. After a borrower’s death, acceleration requires a justified concern that the obligations will not be met.
How to apply

- Subject to remaining municipal/provincial budget and a positive SVn financial assessment.
Apply to Oldebroek municipality through the loan application form before work begins. Provide the proposed measures, financial justification such as quotations, and a work schedule. Applications can be submitted while sufficient budget remains; the municipality rejects applications if the budget is insufficient.
If approved by the municipality, use its allocation letter to apply to SVn. SVn assesses your finances and sends an offer if the assessment is positive. Once you accept, the money goes into a renovation account called a bouwdepot. Submit invoices to SVn, which pays the contractors directly; if you have already paid an invoice, provide proof of payment for reimbursement after approval. You pay any invoice amount exceeding the remaining account balance yourself. SVn passes on any banking costs, such as foreign or urgent payment charges.
The account normally lasts 12 months and can be extended once on request by up to 12 months. It closes when fully drawn, when the renovation is complete, or after at most 24 months. SVn may also close it after six months without transactions. Unused money then repays the loan. Interest credited on the account for at most 12 months offsets your periodic payments, according to your loan documents.
